## Summary

The Borough of Telford & Wrekin commissioned six self-contained, unfurnished apartments at Stirchley House Extra Care Scheme in Telford for short-term enablement services following hospital discharge. The accommodation supports people who need both care and housing, with access to facilities on site. The requirement covers exclusive use of the apartments, management of empty rooms by the council, and housing management services. The registered landlord must provide residents with scheme information, coordinate rent and service-charge invoicing, and oversee housing management. The housing manager must manage rent and service charges, meter readings, agreed fixtures and fittings, regulatory compliance, resident orientation, meet-and-greet arrangements, repairs, maintenance and day-to-day services supporting enablement. This is a health and social work services requirement.

The procurement has been completed and awarded through a direct, below-threshold procedure without competition under the light-touch regime. It comprised one lot and was awarded to Pinnacle Housing Limited. The award value is £387,627.12 gross in GBP. The contract period runs from 21 August 2026 to 30 June 2027, with a maximum extension date of 30 June 2029. Two individual one-year extensions or one two-year extension have been agreed, subject to service performance, established demand, positive impact on people’s lives and reduced pressure on local hospitals, monitored through contract monitoring and data analysis. The award is recorded as pending, with contract signature scheduled for 21 August 2026.

This requirement shows demand from Telford & Wrekin for housing providers able to supply and manage self-contained accommodation linked to hospital-discharge enablement services. A credible future supplier would need access to suitable extra-care or supported-housing premises, landlord or registered-landlord capability, and the capacity to dedicate multiple apartments to short-term placements. Relevant operational strength includes rent and service-charge administration, invoicing coordination, meter readings, room fit-out, repairs, facilities maintenance and regulatory compliance. Providers would also need housing-management staff able to orientate residents, deliver meet-and-greet arrangements and manage day-to-day services alongside care-related requirements. Experience supporting vulnerable residents, working with councils and hospitals, and demonstrating service outcomes through monitoring and data analysis would strengthen a competing proposition.
