## Summary

The Royal Borough of Kensington and Chelsea intends to commission supported accommodation services for 107 homeless individuals with complex needs across 11 properties in Kensington and Chelsea, London. The sites are on Warwick Road, Thorndike Close, Gunter Grove, Finborough Road, West Cromwell Road, Eardley Crescent, Elsham Road, Cambridge Gardens, Lancaster Road and Basing Street. The service will provide a safe, supportive and nurturing environment, helping residents develop the psychological and social resources needed for independent living. Support hours will be allocated flexibly according to individual needs. The planned model is trauma-informed, psychologically informed, strengths-based and co-produced, using a Supportive Relational Model. The procurement covers health and social work, social care and related community services.

This is a preliminary market consultation at the planning stage; it is not an invitation to tender. The Council expects providers to respond to a Preliminary Market Engagement Questionnaire by 25 September 2026, with any further information requests or meetings with suitable respondents proposed for October and November 2026. A tender notice is anticipated in April 2027. The proposed contract is expected to run from 1 April 2028 to 31 March 2033, with a possible extension to 31 March 2037. The estimated gross value is £6.5 million. The service is being developed as an above-threshold light-touch services procurement, planned as one lot, with delivery across the listed London accommodation sites.

This will suit established supported housing providers with experience of working with homeless people who have complex needs. Relevant preparation should include demonstrating the ability to operate accommodation-based support across 107 units, manage flexible support hours and promote progression towards independent living. The Council is looking for providers able to deliver trauma-informed and psychologically informed practice, alongside strengths-based and co-produced support. A strong understanding of the Supportive Relational Model and psychosocial approaches would be relevant, as would the ability to create safe, nurturing environments for vulnerable residents. Organisations should be prepared to explain their service model, staffing approach, experience, quality assurance and ability to support residents through change. The market consultation is intended to gather this provider expertise before the later tender process.

We are seeking expressions of interest and input from experienced supported housing providers who can deliver a trauma-informed and psychologically informed service. It is proposed service delivery will be based on a 'Supportive Relational Model' based on a psychosocial system which supports clients in developing their psychological and social resources to cope with problems they face. This principle has also fostered strengths-based, psychologically informed environment, trauma-informed and co-produced approach, which will deliver the aspirations of its clients, enabling them to achieve their potential for independent living through a time of continued change - which will bring with it challenges and opportunities. Providers are required to submit responses to the enclosed Preliminary Market Engagement Questionnaire by the Engagement Deadline (25/09/2026). These should be submitted via the messaging facility on the Council's e-sourcing platform - Delta.
If the Authority wishes to request for further information / conduct meetings with suitable responders, it is proposed these will be undertaken over October/November 2026.
It is anticipated the Tender Notice will be published in April 2027.
