## Summary

Mersey View Learning Trust is seeking a provider for staff absence insurance, providing absence protection and reimbursement services across its six schools and educational settings in Sefton and Merseyside. The Trust serves communities in Crosby, Waterloo, Litherland and nearby areas, supporting education from early years to post-16, including specialist provision for pupils with additional needs. The service is classified as accident and health insurance services (CPV 66512000). The requirement covers the Trust’s approximately 3,000-plus students and 500-plus staff across its schools and central services. The Trust may extend the service to schools joining the multi-academy trust through academy conversion, transfer, merger or other organisational change, subject to agreement and any premium adjustment.

The procurement has reached tender: the Trust invited offers through an accelerated open mini-competition under the CPC Staff Absence Protection and Reimbursement Services framework. It has one lot, with an estimated value of £240,000 including gross value, for a contract from 1 September 2026 to 31 August 2027. Renewal may be considered, and the maximum stated contract extent is 31 August 2028. Enquiries were due by 25 August 2026 at 23:59, and tenders by 31 August 2026 at 12:00. The expected award decision date was 31 August 2026 at 23:59. Electronic submission in English was allowed through the CPC quote tool. Evaluation weights are pricing 40%, policies 25%, service provision 20%, account management 10% and social value 5%.

This opportunity suits insurance providers and framework suppliers able to deliver staff absence protection and reimbursement services for a multi-academy trust. Suppliers need to demonstrate robust policy arrangements, dependable service delivery and effective account management, supported by clear policy and summary documentation and complete responses to the tender’s quality questions. Commercial competitiveness is important because the premium is scored against the lowest total premium, while pricing must align with or improve on the framework’s pricing structure. The requirement also rewards credible social value commitments. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so organisations of those types may be well placed to compete if they can meet the service and framework requirements.
