## Summary

Oxfordshire County Council is procuring a primary-school mental health prevention service for children of primary school age and their families across Oxfordshire. The service will help school staff lead mental wellbeing sessions using appropriate language and techniques, as part of a whole-school approach. It includes a professional development programme for school staff and continuing support to embed the approach throughout the curriculum. This is a specialist training and health training service, suited to providers that can combine mental health expertise with education-sector training and implementation support. The requirement is a public service contract for delivery in Oxfordshire, with the council acting as the buying organisation.

The procurement has reached tender: the council invited offers through an open competitive flexible procedure, with electronic submission allowed in English. Questions had to be submitted by 23 September 2026 at 23:59:59, and tenders by 5 October 2026 at 12:00. The council expected to complete award decisions by 2 November 2026. The contract is scheduled to run from 4 January 2027 to 3 January 2030, with an option to extend by up to 12 months, ending no later than 3 January 2031. The estimated value is £800,000 excluding VAT, or £960,000 including VAT; the maximum budget is £200,000 excluding VAT in each contract year. Quality carries 75% and price 25%.

This opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises with experience delivering early mental health prevention or wellbeing programmes for primary schools and families. Strong bidders will be able to train and develop school staff, provide practical implementation support, and embed a consistent approach across the curriculum. The evaluation will examine mobilisation, the service model, partnership working, monitoring and evaluation, equality, diversity and inclusion, service improvement and innovation, and social value. Providers therefore need credible arrangements for collaboration with schools and partners, measuring outcomes, improving delivery and supporting sustained adoption. Economic and financial standing, together with technical capability and the mandatory and discretionary exclusion requirements, will also be assessed.

The Council anticipates that the contract will commence on 4 January 2027, for a period of 3 years. The Council will have an option to extend the contract period by a further 12 months.
