## Summary

Oldham Metropolitan Borough Council is procuring support and day-to-day building management for A Bed Every Night Phase 6, a supported accommodation service for people sleeping rough or experiencing homelessness. The service provides accommodation for up to 33 people, including one emergency bed and six spaces for people with No Recourse to Public Funds. It operates across three buildings, including an 18-bed, 24-hour central hub, and combines accommodation-based support with housing management. The service has operated in Oldham since 2018 and accommodates approximately 90 to 120 people each year, depending mainly on move-on accommodation. This is a social work and accommodation service delivered in Oldham, with associated community and wellbeing support.

The procurement has reached tender: the Council invited offers through an open procedure. It is a single-lot services contract with an estimated value of £1,217,251 excluding VAT, or £1,460,701 including VAT. Enquiries must be submitted by 21 September 2026 at 12:00, and offers by 7 October 2026 at 12:00. The intended award decision date is 16 October 2026. The contract is scheduled to run from 1 December 2026 to 31 March 2029, with extensions available for up to three further one-year periods, subject to funding, performance and value for money; the maximum term is five years. Evaluation is 90% quality and service delivery and 10% social value. Electronic submission in English is allowed.

This opportunity suits organisations experienced in supported accommodation, homelessness services, rough-sleeper provision, housing support and building management. Suppliers will need to deliver practical support and housing management across three accommodation buildings, including a 24-hour central hub, while meeting the needs of people with complex housing circumstances and those with No Recourse to Public Funds. Relevant operational capability includes managing accommodation leases or occupied buildings, coordinating day-to-day facilities and resident support, maintaining safe and reliable services, and helping residents move on to longer-term accommodation. The service is established and supports a substantial annual cohort, so bidders should have the staffing, management systems and capacity to deliver consistently. The Council identifies the opportunity as suitable for SMEs and voluntary, community and social enterprises.

A Bed Every Night Phase 6 and RSI Outreach and Navigator services Procurement 1.Background 1.1 The Council has been working in partnership with Greater Manchester Combined Authority (GMCA) on various projects that support residents who are homeless or at risk of homelessness via existing services: - A Bed Every Night (ABEN) - Rough Sleepers Initiative (RSI) 1.2 The projects in question have all been running concurrently in Oldham for multiple years, further details about the service is set out below. 1.3 The Oldham ABEN has been in operation since October 2018, with the service evolving from a communal night shelter model to a 24-hour self-contained accommodation scheme in response to the Covid-19 pandemic, also increasing in bed spaces in response to demand. 1.4 ABEN is funded via grant from GMCA which is made up of contributions from a range of sources including Public Health, Probation and the Mayor's Fund. Local authorities are also asked to contribute to the scheme locally; in Oldham the Council funds the accommodation leases and most utility costs at the ABEN buildings, less any rebate recouped through Housing Benefit and service charges. 1.5 Oldham's ABEN provision within the GMCA grant agreement consists of 27 (including one emergency bed) main ABEN bedspaces and 6 bedspaces for people with No Recourse to Public Funds (NRPF). These are based across three buildings held on private sector leases (PSLs) by the Council. The service accommodates between 90-120 people each year, with numbers primarily influenced by the availability of move on accommodation. 1.6 The Council is tendering for the delivery of ABEN support and day-to-day building management.
