## Summary

Bristol City Council intends to establish an Asbestos Removal and Air Testing Framework for asbestos-related works and services. The planned scope has two lots: asbestos remediation services, and asbestos air testing with four-stage clearance services. This is primarily construction and specialist environmental safety work, including asbestos-removal work (CPV 45262660) and asbestos removal services (CPV 90650000). The buying organisation is Bristol City Council, and the activity is associated with Bristol and the United Kingdom. The framework is intended to support the safe remediation of asbestos and the testing and clearance checks needed after removal. Suppliers may therefore need to provide either physical asbestos remediation, specialist air monitoring and clearance, or both, depending on the lot they intend to pursue when the procurement reaches the market.

This procurement is at the planning stage: Bristol City Council has announced its intention to procure and the process is not yet an invitation to tender. The council expects to use a framework agreement and has indicated that tender information will be available through its ProContract eTendering system. A preliminary market engagement milestone was completed on 24 August 2026. The next notice is expected on 1 November 2026, stated as an indicative publication date rather than a response deadline. The planned framework value is £3.5 million excluding VAT, or £4.2 million including VAT. It is above the relevant threshold. Lot 1 is planned to run from 1 April 2027 to 31 March 2030, with renewal available to a maximum date of 31 March 2031. Two lots are identified: remediation, and air testing with four-stage clearance.

The planned framework should suit specialist asbestos contractors, environmental testing firms and businesses able to deliver associated clearance services. Lot 1 is expressly identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, which may make participation practical for smaller specialist providers. Relevant preparation should focus on demonstrating competence in asbestos remediation, asbestos air testing and four-stage clearance, according to the lot selected. Suppliers offering complementary capabilities may be well placed where the procurement allows work across both service areas. The council has not yet set out detailed technical, accreditation, staffing or experience requirements in this planning record, so businesses should monitor the later tender information and prepare evidence of their relevant asbestos safety capability, delivery capacity and quality controls.
