## Summary

Leeds City Council’s Adult Health & Social Care Directorate intends to commission day opportunity services for adults with learning disabilities across Leeds. The services are intended to support positive, person-centred outcomes and to promote choice, inclusion, independence and connections within local communities. The council wants to develop, diversify and strengthen the city’s day opportunity market, including through innovative approaches. This is a health and social care services requirement, classified under CPV 85100000 (health services). Delivery is across Leeds. The planned commissioning is for one service lot and is intended to involve organisations that can provide person-centred daytime support and activities for adults with learning disabilities in community settings.

The procurement is at the planning stage: Leeds City Council has announced its intention to procure, but has not yet invited tenders. The council expects to publish a subsequent notice on 2 November 2026 and expects the contract to start in April 2027. The planned contract period is 1 April 2027 to 31 March 2032, with a possible extension or renewal allowing it to run until 31 March 2037. An online market engagement event is scheduled for 17 September 2026, where providers can learn about the commissioning intentions and ask questions. The requirement is above the applicable threshold and will use the light-touch regime. The single lot is planned as suitable for SMEs and voluntary, community or social enterprises.

This will suit established day opportunity, learning disability, adult social care and community-support providers, including smaller organisations and voluntary, community or social enterprises. Relevant suppliers should be able to design and deliver person-centred services for adults with learning disabilities, with practical approaches that increase independence, choice, inclusion and community connection. Experience of achieving positive outcomes and working across local communities is likely to be important. Providers able to offer innovative models and help diversify and strengthen the local market are particularly aligned with the council’s stated aims. Organisations should use the planned engagement stage to understand the commissioning approach, test whether their services fit the requirement and prepare for the later procurement process.
