## Summary

Hampshire County Council intends to procure a specialist psychology service for people who are rough sleeping, or at imminent risk of rough sleeping, and who have drug or alcohol treatment needs. The service will provide person-centred psychological interventions to reduce health and housing harms linked to substance dependence. It will form part of a multidisciplinary Rough Sleeping Drug and Alcohol Treatment team, delivering flexible relationship-based outreach, harm reduction and rapid access to treatment. The provider will also support other team members to improve psychologically informed practice. The intended outcomes include better engagement, increased treatment access and retention, improved stability and wellbeing, psychologically and trauma-informed support, and preventing or relieving homelessness. This is a health service delivered for people across Hampshire.

This procurement is at the planning stage: Hampshire County Council has stated an intention to procure, but has not issued an invitation to tender. It expects to use the Most Suitable Provider process under the Health Care Services (Provider Selection Regime) Regulations 2023, rather than the Public Contracts Regulations 2015. The intended arrangement is a single-supplier contract with no division into multiple lots. The estimated contract value is £300,000. The buyer expects a subsequent notice to be published on 11 September 2026. The deadline for clarification questions is 8 September 2026. The service is classified as health services, and the stated procurement category is services. The procurement will be assessed through the provider selection approach described by the council.

The planned service is suited to organisations with specialist psychological expertise and experience supporting people affected by drug or alcohol dependence and homelessness. Relevant providers are likely to be able to deliver outreach in flexible, relationship-based settings, provide harm-reduction support and enable rapid access to treatment. Experience of working within a multidisciplinary treatment team will be important, as will the ability to provide psychologically informed and trauma-informed interventions for people with complex needs. The council is also seeking a provider able to improve the psychological practice of other staff, not only deliver direct interventions. Organisations should therefore be prepared to demonstrate integrated working, engagement and retention of people who are rough sleeping, and practical contributions to wellbeing, stability and homelessness prevention.

## Notice

The aim of the service is to provide specialist psychological interventions to reduce the health and housing harms linked to drug and alcohol dependence by providing joined-up, person-centred support to people who are rough sleeping with a drug and alcohol treatment need.
