## Summary

Nuclear Restoration Services Limited is procuring specialised analytical equipment to upgrade laboratories at its Dounreay site. The requirement is for electrotechnical equipment, including two Gamma Spectrometers for installation in the D1215 laboratories. The equipment forms part of the laboratory upgrade and is intended to support NRS’s decommissioning work and future statutory regulatory requirements. The buyer is Nuclear Restoration Services Limited, a public authority responsible for nuclear restoration activities. Delivery and installation activity will take place at the Dounreay site in Scotland. This is a specialist equipment supply requirement rather than a general laboratory refurbishment contract, so relevant businesses are manufacturers, authorised suppliers or specialist integrators of analytical and electrotechnical systems used in nuclear or similarly regulated environments.

The procurement is complete and has reached the award stage. It used a direct award procedure under Section 41 and Schedule 5, Paragraph 7 of the Procurement Act 2023, on the grounds that additional or repeat goods from the existing supplier are needed for compatibility with a bespoke analytical system. The award relates to one lot and is for £383,433.92 excluding VAT, or £460,120.70 including VAT. The contract period runs from 31 August 2026 to 22 March 2027, with signature scheduled for 28 August 2026. Mirion Technologies (Canberra) UK Ltd was identified as the only supplier able to provide compatible equipment. The buyer cited disproportionate technical difficulties, training and replacement costs, and risks to delivery if the existing system were changed.

This award demonstrates demand from Nuclear Restoration Services for high-value, specialised analytical equipment supporting nuclear laboratory operations at Dounreay. Businesses seeking to compete when a similar requirement returns would need credible capability in Gamma Spectrometry and related electrotechnical equipment, together with the ability to integrate new units into an existing bespoke analytical system. Compatibility with installed assets, established standards and maintenance arrangements is central to the buyer’s decision, so suppliers would need strong technical evidence, dependable installation and support capability, and experience managing change in regulated environments. Experience supporting nuclear decommissioning, statutory regulatory work or comparable safety-critical laboratory operations would help establish credibility. The opportunity is most relevant to specialist manufacturers, authorised distributors and technically capable systems integrators.

## Notice

A direct award is to be awarded by Nuclear Restoration Services Limited (Dounreay) for the supply of specialised analytical equipment to upgrade laboratories on the Dounreay site.

### Procurement Information

The chosen route to market is a PA23 Direct Award Procedure Section 41, Schedule 5, Paragraph 7 under the grounds of: (i) Additional or repeat goods, services or works - concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works, and the existing supplier is supplying similar goods, services or works where: a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and; b) the difference or incompatibility would result in disproportionate t ethnical difficulties in operation or maintenance. This requirement can only be supplied by Mirion Technologies (Canberra) UK Ltd, as this forms parts of a bespoke/existing analytical system. Deviating from the standards which are already in place would incur additional costs for staff training and asset replacement costs. In addition, deviating from this system would also cause time delays preventing NRS Limited (Dounreay) being able to reliably support future statutory regulatory requirements and decommissioning projects. Given the above, the Authority considers that no reasonable alternative or substitute exists which could deliver compatible goods within acceptable levels of risk, cost, and time.
