## Summary

Norfolk County Council procured an integrated drug and alcohol treatment and recovery service for adults aged 18 and over in Norfolk. The service supports people experiencing drug and alcohol dependency and aims to build community resilience. It is outcome-based and recovery-focused, with emphasis on prevention, early intervention, innovation and evidence-based practice. The provider is responsible for a comprehensive range of services addressing adults’ drug and alcohol-related needs, including flexible programmes and interventions across all service modalities in each locality. The work is classed as community health services and is delivered across Norfolk. It also supports individuals’ families and is intended to improve outcomes through coordinated treatment, recovery and prevention activity.

The procurement is complete and the contract was awarded to Change Grow Live Services Limited. The award followed Norfolk County Council’s Provider Selection Regime Direct Award Process C, using a limited procedure without prior publication of a competition notice. The council assessed the existing provider’s performance, financial performance and proposed method statements, and concluded that the direct-award tests were met. The contract was signed on 19 August 2026 for £70,991,740 including the whole 10-year term; the stated value excludes annual increases. It ends on 31 March 2032, with options for a two-year extension followed by a further two-year extension. Evaluation was based entirely on quality, with no price weighting.

This award indicates sustained public-sector demand for integrated adult drug and alcohol treatment and recovery services at county scale. Suppliers considering a future requirement from Norfolk County Council would need the capability to deliver comprehensive, evidence-based interventions across every locality, covering different treatment modalities and the needs of adults, individuals and families. A credible provider would need a strong prevention and early-intervention offer, a recovery-focused operating model, and the ability to build community resilience. The assessment also shows the importance of demonstrating outcomes, innovation and good practice through clear, detailed method statements. Strong operational delivery, financial performance, KPI management and experience of meeting material service requirements would be important.
