## Summary

The City of London Corporation intends to procure a single works package for the Barbican Renewal Programme covering mechanical, electrical and plumbing (MEP) strip-out and renewal. The scope is the removal of life-expired MEP infrastructure and installation of new plant, distribution systems and containment across basement plant levels and public floors. This is refurbishment of an existing building, not new-build construction. The venue is a large, live publicly operated arts centre incorporating a concert hall, cinemas, art galleries, conservatory, library, function rooms and car parks. Work will take place across the Barbican Centre in London, around retained plant and systems and continued public operation, with phased access, service shutdowns and complex logistics.

This procurement is at the planning stage: the buyer has announced an intention to procure and has not yet invited tenders. It is expected to use a two-stage competitive flexible procedure, with an Invitation to Participate followed by an invitation to tender. Four candidates are expected to be shortlisted. Indicative dates are an expression-of-interest deadline of 12 October 2026, enquiries by 9 October 2026, an award decision by 5 February 2027 and contract commencement on 22 February 2027. The planned contract runs to 21 September 2029, with a possible extension to 21 March 2030 and renewal for unforeseen programme overruns. The estimated value is £50 million excluding VAT (£60 million including VAT). Evaluation will include economic and technical conditions, scored experience questions, technical and commercial submissions, workshops, site visits and interviews.

The work will suit major mechanical and electrical contractors with strong building-services installation capability and experience renewing MEP systems in complex occupied buildings. Relevant suppliers will need the financial capacity, insurance, modern-slavery compliance and data-protection arrangements required by the participation conditions. Demonstrable experience will be important, with bidders expected to answer scored questions and explain how they would manage occupied-building working, heritage constraints, restricted access, logistics, phased sequencing and interfaces with retained plant and systems. The package also involves isolation and shutdown of live services, coordination across multiple plant levels and public floors, and potential overlap with demolition and structural strip-out. Firms able to manage multidisciplinary coordination, detailed surveys, plant replacement and safe delivery in a landmark arts venue should prepare for the future competition.

## Notice

This is a strip-out and renewal package across the whole MEP -- Barbican Renewal Programme, not new-build construction. The works comprise the removal of existing, life-expired MEP infrastructure and installation of new plant, distribution and containment across multiple basement plant levels and public floors of a large, live, publicly operated arts venue (comprising a concert hall, cinemas, art galleries, conservatory, library, function rooms and car parks). The successful contractor will be required to work around continued public operation of the Centre, including phased access, full 12-month closure period from end June 2028, isolation and shutdown of live building services, and interfacing with retained plant and systems, across every work area.

They are set out here for pricing coordination between the two packages. * Shaft access equipment and walls/doors/floors strip-out (Infrastructure): the strip-out of walls, doors and floors, clean/repair/make good within existing shafts, and strip-out of access equipment in shafts within the infrastructure shafts. * General strip-out demarcation -- Conservatory, Foyers, Catering Block, Art Gallery Foyer. Further demarcation is under review. * Retention and reuse of the existing ventilation riser pair fed from the Foyer basement AHU. With strip-out and replacement of non-compliant/damaged fire dampers with new motorised smoke/fire dampers in fire-rated builder's-work plenums. full ductwork and damper replacement, rather than the damper-only basis.

Renewal: Extensions may be used if there is programme overrun due to unforeseen events, such as discoveries.
