## Summary

Barking, Havering and Redbridge University Hospitals NHS Trust procured outsourced adult chronic pain management services for around 400 patients awaiting treatment. The service is intended to reduce Referral to Treatment waiting times by providing eligible patients with assessment and clinically appropriate treatment. The provider accepts referrals, delivers new outpatient Consultant Pain Medicine assessments, follow-up appointments and treatment within its agreed scope, and returns patients to the Trust when care cannot be completed or falls outside its capability. It must provide timely clinical correspondence and outcome information, including diagnosis, investigations, treatment, ongoing management and further actions. Patient information, clinical records and correspondence must be managed securely. Delivery is for the Trust’s patient population in and around Barking, Havering and Redbridge, with local accessibility a stated consideration. This is a healthcare services requirement.

The procurement has reached the award stage. The Trust used a Provider Selection Regime Direct Award under Procedure C, rather than an open competition, because Spire Healthcare was the incumbent, integrated into the patient pathway, considered value for money and locally accessible, and a provider change was judged disruptive. The contract was awarded to Spire Healthcare PLC on 14 August 2026. The awarded value is £285,000 including applicable taxes, for one completed lot. The contract period runs from 4 September 2026 to 31 March 2027, with signature scheduled for 4 September 2026. The service is categorised as health services and health and social work services. The Trust evaluated the five PSR key criteria, and the award is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

This award indicates established demand from the Trust for outsourced adult chronic pain pathways, particularly capacity that can help reduce waiting times for assessment and treatment. A credible future provider would need Consultant Pain Medicine capability, outpatient assessment provision, follow-up and clinically appropriate treatment across the patient pathway. It would also need to manage referrals from the Trust, recognise when care is outside its scope, and return patients safely with clear clinical information. Secure handling of patient data and records, prompt correspondence and complete discharge summaries are central operational requirements. Local delivery and patient accessibility matter, as does the ability to integrate with the Trust’s existing care pathway without disrupting treatment. Providers with relevant NHS pathway experience, sufficient clinical capacity and robust information governance would be best placed to compete when this requirement returns to market.
