Stage 2 - Clarification, refinement and negotiation stage (optional) Apex may invite all Developers whose PSQ Responses have passed and whose Tender Responses remain compliant to participate in a further clarification, refinement and negotiation stage. Before that stage commences, Apex will notify the participating Developers of: * the scope of the stage; * the matters that may be clarified, refined or negotiated; * the process and timetable; and * whether revised or final Tender Responses must be submitted. Where final Tender Responses are required, they will be evaluated using the published award criteria and weightings.
