## Summary

East Riding of Yorkshire Council commissioned a coastal erosion economic impact study as part of the Changing Coasts East Riding project. The service will create a unified evidence base to support the Council’s strategic documents, long-term planning and policy development for coastal areas that cannot be sustainably defended from erosion. The study covers the economic impacts of coastal erosion on agriculture, tourism and energy industries in the East Riding of Yorkshire. Deliverables are a main report, two slide packs and a public-facing summary note. One slide pack is intended for coastal practitioners and professionals, and the other for community engagement and public presentations. The work will use evidence from the East Riding coastal erosion monitoring programme and National Coastal Erosion Risk Mapping. This is a research and development consultancy service delivered in the East Riding of Yorkshire.

The procurement is complete and has been awarded following a below-threshold limited competition. It consisted of one lot. PRAGMATIX ADVISORY LIMITED was selected as supplier, and the contract was signed on 16 August 2026. The contract is active from 1 September 2026 to 31 March 2027. Its value is £114,000 excluding VAT, or £136,800 including VAT. The procurement was for services and was evaluated through the limited competition route. The contracting authority is East Riding of Yorkshire Council. This outcome records the completed procurement and the active contract for the coastal erosion economic impact study. The contract is below the applicable threshold.

This requirement demonstrates demand from East Riding of Yorkshire Council for specialist consultancy combining coastal erosion evidence with economic impact assessment and public-sector policy development. A credible future supplier would need to assess effects across agriculture, tourism and energy, interpret monitoring data and national coastal risk mapping, and turn technical findings into a coherent evidence base. The ability to produce a substantial written report, practitioner-facing and community-facing presentation materials, and an accessible public summary is central. Relevant experience should include coastal transition, erosion risk, regional economic analysis, stakeholder communication and support for strategic planning. The award to an SME indicates that a focused consultancy with these research, analysis and communication capabilities can compete successfully through a limited competition route.

## Notice

The Changing Coasts East Riding (CCER) project seeks to trial and understand best practice for coastal transition in areas that cannot sustainably be defended from coastal erosion in the East Riding of Yorkshire. Under this project the CCER team will utilise consultants who will work with the client and other relevant Council and partner teams to create key documents. This coastal erosion economic impact study will create a unified and coherent evidence base that enables the Council's strategic documents and initiatives to align clearly, which will strengthen the Council's ability to deliver long-term planning and policy development in relation to coastal erosion. The following key documents will be produced: - Report: Economic impacts of coastal erosion on the agriculture, tourism and energy industries in the East Riding - Slide Packs: Two slide packs that can be used to disseminate the information presented in the report for a range of audiences and purposes. Specifically, with one tailored towards coastal practitioners/professionals and one for use in community engagement and public presentations. - Public Facing Note: A summary note of the report that is suitable as a public facing document, highlighting the key findings and potential impacts across the industries studies. The work will be underpinned by evidence from the East Riding coastal erosion monitoring programme and the National Coastal Erosion Risk Mapping (NCERM2)
