## Summary

Transport for Wales Rail Limited is procuring works to install a fluid delivery system at a railway maintenance depot. The system will deliver fresh oil from a 1,000-litre intermediate bulk container at one location and transfer waste oil between the engine-maintenance points and an existing waste-oil tank. Pipework and associated services will be installed to five maintenance points within the depot, replacing the current use of a wheeled bowser to provide fluids during engine maintenance. The requirement combines engineering services, fuel-pumping equipment and engineering or construction works. Delivery is in the United Kingdom, with the work centred on the depot identified by the buyer. It is suited to contractors able to design, supply and install an integrated oil handling and waste-oil removal system in an operational rail-maintenance environment.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition. Tenders are submitted electronically through the Atamis portal. Enquiries were due by 14 September 2026 at 12:00, and tenders were due by 21 September 2026 at 12:00. The single lot has an estimated value of £250,000 excluding VAT, or £300,000 including VAT. The intended contract period is 12 October 2026 to 31 March 2027, with a latest possible end date of 1 May 2027 if the works are not completed by the original end date. Evaluation is weighted 60% to the technical response and 40% to the commercial response. The opportunity is identified as suitable for small and medium-sized enterprises.

This opportunity suits engineering and construction contractors with experience of installing industrial fluid-transfer systems, pipework and pumping equipment. Relevant capability includes handling fresh and waste oil safely, connecting storage and transfer infrastructure, and providing the services needed at multiple maintenance points. Suppliers should be able to plan and coordinate installation across five locations within a depot, integrate the new system with an existing waste-oil tank, and deliver a complete replacement for mobile fluid provision. The technical response carries greater evaluation weight than price, so bidders need to demonstrate a credible technical solution, sound installation methodology and quality-focused working methods. Rail, depot, plant-maintenance or comparable industrial-site experience would place suppliers well to compete, particularly those able to manage works around ongoing engine-maintenance activities.

## Notice

TFWRL are looking To improve productivity, quality and continually improve working methods and conditions by installing a system which will deliver fresh Oil from a 1000L IBC at a single location, and removal of waste oil to/from the point of engine maintenance to a waste oil tank currently located in the depot. This maintenance will be conducted at 5 locations within the depot, pipework and required services will be installed to each of these points. As during engine maintenance current methods of providing fluids is via a wheeled bowser.
