## Summary

The Ministry of Defence intends to procure specialist support for mechanical, electro-mechanical, electrical, electronic, pneumatic and hydraulic equipment used in a marine environment, including diving and atmosphere-monitoring equipment. The scope is expected to cover sourcing and purchasing items for equipment installation and modification, maintenance and repair, post-design engineering services, obsolescence management, equipment-level third-party certification, oxygen-standard cleaning and packaging, and packaging to DEF STAN 81-41. It will also include support for equipment subject to International Traffic in Arms Regulations (ITAR). This is a specialist engineering, equipment support and marine maintenance service, delivered across the United Kingdom. The procurement is categorised as services and includes repair, maintenance and associated services for marine equipment.

This procurement is at the planning stage: the Ministry of Defence has announced its intention to buy the service, but has not invited tenders. It is expected to use a competitive flexible procedure under the defence and security regime. The planned procurement has one lot, with a contract period expected to run from 1 June 2028 to 31 May 2033. The estimated value is £80 million excluding VAT and £100 million including VAT. The buyer expects the next notice to be published on 1 March 2027. The process is above the applicable threshold. The single lot is marked as suitable for small and medium-sized enterprises. The detailed evaluation and participation requirements are expected to be set out when the procurement reaches the market.

This will suit engineering and equipment-support businesses with proven experience maintaining complex mechanical, electrical, electronic, pneumatic or hydraulic systems in marine environments. Relevant suppliers may include firms able to combine procurement and supply-chain management with maintenance, repair, post-design engineering, obsolescence planning and equipment certification. Capability in diving systems or atmosphere-monitoring equipment would be particularly relevant. Suppliers should be prepared to demonstrate controlled cleaning and packaging processes, including oxygen-clean standards such as DEF STAN 68-278 and packaging to DEF STAN 81-41. Experience supporting defence equipment subject to ITAR controls is important, as is the ability to manage third-party certification at equipment level. The planned single lot is expressly suitable for SMEs, including specialist subcontractors or consortium partners.
