## Summary

The Police and Crime Commissioner for Cambridgeshire is planning a child-focused Court Independent Domestic Violence Adviser (IDVA) support service for the county’s Family Courts. The service will support parent victims of domestic abuse and their children, improve children’s experience and appropriate participation in proceedings, and help courts and partner agencies respond to allegations of abuse and other risks of harm. It is intended to improve coordination between Family Courts, local authorities and the police, reduce delays while ensuring orders are safe and appropriate, reduce re-traumatisation during proceedings, and reduce returning cases through more sustainable court orders. This is a social work, guidance, counselling and community health service delivered in Cambridgeshire.

This procurement is at the planning stage and is being developed as a light-touch contract under the Procurement Act 2023. The buyer plans a market engagement event on 17 September 2026 at 2pm via Microsoft Teams, with the procurement anticipated for publication on 23 September 2026. The indicative contract period is from 14 January 2027 to 31 March 2028, with renewal possible up to 31 March 2030. The estimated value is £620,000 excluding VAT, or £740,000 including VAT, subject to funding. There is one lot, covering the complete service, and its status is planning. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The service will suit organisations with established domestic abuse support and Independent Domestic Violence Adviser expertise, particularly experience of working with children, parent victims and Family Court proceedings. Relevant suppliers are likely to need the ability to provide child-focused advice, support children’s safe and appropriate participation, assess domestic abuse and wider safeguarding risks, and help reduce trauma during court proceedings. Experience of multi-agency working with courts, police and local authorities will be important, alongside the ability to support safer, more sustainable court orders and reduce delays or repeat cases. Specialist social work, counselling or community support providers may be well placed to prepare, including SMEs and voluntary, community or social enterprises.
