## Summary

NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board is procuring children’s and young people’s community mental health and wellbeing therapeutic services across Bath and North East Somerset. The service covers school-based counselling in 14 secondary schools, community counselling in Keynsham and Midsomer Norton, and listening support and counselling for young adults aged 18 to 25. It provides confidential, person-centred help for emotional distress and mental health needs including anxiety, low mood, stress, bereavement, relationship difficulties and self-esteem issues. Delivery combines structured counselling, early-intervention listening sessions and safeguarding oversight, with links to schools, CAMHS, primary care and community services. This is a health service, delivered face to face in educational and community settings.

The procurement used a limited Provider Selection Regime award procedure without prior publication of a competition. The existing provider, Off the Record, was selected on quality grounds: satisfaction of the original contract and likelihood of delivering the proposed service to a sufficient standard accounted for 100% of the evaluation; price accounted for 0%. The award and contract are recorded as active, with a value of £481,291. The contract was signed on 5 August 2026, starts on 1 September 2026 and runs for two years, expiring on 31 August 2028. The notice states that the decision is an intention to award under the Health Care Services (Provider Selection Regime) Regulations 2023, with representations due by 4 September 2026. The single lot is marked cancelled.

This requirement indicates demand for an established community counselling provider able to support children, young people and young adults across schools and community venues. A credible future competitor would need experience assessing and treating emotional distress through counselling, including anxiety, low mood, bullying, friendship difficulties, anger, grief and stress. Delivery capability would need to cover regular face-to-face school sessions, listening support and evening community provision, including support for hard-to-reach young people. Relevant strengths include trauma-informed practice, confidential and person-centred care, safeguarding expertise, staff training, quality assurance and effective partnership working with schools, CAMHS, primary care and wider community services. The incumbent is an SME, indicating that the requirement can be delivered by a specialist voluntary or community-sector organisation rather than only a large healthcare provider.
