## Summary

Norfolk County Council intends to replace its expiring framework for education connectivity services. The procurement covers the supply and installation of broadband connectivity suitable for educational environments, aligned with the Department for Education’s digital and technology standards for schools and colleges. The service is classified as internet services (CPV 72400000). Framework users will include education establishments across the East of England, including Norfolk, Suffolk, Cambridgeshire, Essex, Lincolnshire and Peterborough, as well as unitary authorities in that area. Potential users include schools, academies, multi-academy trusts, federations, adult learning centres, nurseries, preschools and alternative provision settings. The requirement is therefore aimed at connectivity providers able to serve multiple education sites across a broad regional area.

This is a planned procurement: Norfolk County Council has stated an intention to procure, but has not yet invited tenders. It expects to use a simplified competitive flexible procedure, with an Invitation to Tender followed by an invitation to provide a system demonstration; dialogue and a final tender stage may be added. The planned tender response date is 9 October 2026 at 11:00, with award expected by 30 November 2026. One planned framework lot is expected to run from 1 March 2027 to 28 February 2031. The framework is intended to be open, with up to four participants, and may award contracts with or without reopening competition. Suppliers will pay Norfolk County Council a 1% rebate on contracts valued over £2,000 per annum.

The framework is likely to suit broadband and telecommunications providers with the infrastructure, engineering resources and operational capacity to supply and install reliable connectivity across education sites. Experience of designing and delivering services for schools, colleges and other education establishments will be relevant, particularly where solutions must meet Department for Education digital and technology standards. Suppliers should prepare to demonstrate their proposed system, as bidders will need to meet a minimum quality threshold before being invited to that stage. The regional scope favours businesses able to support customers across several East of England counties and different types of educational organisation. Providers should also assess whether they can operate within a framework of up to four participants and support both direct awards and reopened competitions.

## Notice
