## Summary

Public Services Delivery Scotland is procuring specialist education and training services to develop digital confidence and capability across its workforce. The programme covers digital, data and artificial intelligence skills, helping staff use emerging technologies safely, responsibly and effectively in their roles. Four service areas are included: an Applied Digital Applications Fast-Track programme; a Digital and Artificial Intelligence Support programme; a Strategic Artificial Intelligence and Digital Leadership programme for executives; and an Artificial Intelligence for Health and Care Practitioners module. The work is delivered across Scotland. This opportunity suits providers of professional education, workforce development, digital skills training, artificial intelligence training, leadership development, or related advisory and learning services. The procurement is classified as education and training services.

The process has reached tender: the buyer invited offers through an open procedure. Bids are submitted electronically in English, with no variants allowed. The tender deadline is 25 September 2026 at 13:00, when bids are also opened and the award period begins. Each of the four lots has a contract duration of 1,170 days, with an option to extend by two further 12-month periods. Bids must remain valid for 90 days after submission. Evaluation is weighted 70% technical quality and 30% price for every lot. Suppliers must provide the names and qualifications of staff proposed for delivery. The requirement is covered by the Government Procurement Agreement, and community benefits form part of the requirement.

This opportunity is relevant to organisations with demonstrable capability in designing and delivering specialist digital, data and artificial intelligence learning programmes. Providers may be well placed to compete where they can support learners at different levels, from applied digital users and practitioners to executives requiring strategic leadership development. Relevant experience includes workforce-wide skills programmes, practical application of emerging technologies, responsible and safe use of artificial intelligence, digital leadership, and training for health and care professionals. Bidders need staff whose names and qualifications can be provided, so a suitably qualified delivery team is important. The four lots allow providers to target a particular capability area. Organisations should also be prepared to deliver the community benefits associated with the requirement and to evidence the technical quality of their proposed approach.
