## Summary

The Scottish Prison Service (SPS) is planning a framework for temporary maintenance staff. The service will supply suitably qualified and experienced personnel covering a range of maintenance skills, including the inspection, servicing and maintenance of buildings and equipment. It relates to personnel supply, placement and recruitment services (CPV 79620000, with related codes 79610000 and 79600000). Staff will support the SPS Estates and Technical Services Directorate, managed from SPS Headquarters, across the organisation’s facilities: 14 publicly managed prisons, two Community Custody Units, SPS Headquarters, the SPS College and Central Stores. Delivery will be at various sites across Scotland, with a consistent service expected at SPS locations.

This procurement is at the planning stage: SPS has stated its intention to award a contract but has not yet invited tenders. It is planned as a single-lot framework. SPS expects the next notice to be published on 28 September 2026, after which an Invitation to Tender and the Scottish Single Procurement Document are expected to be made available, with responses evaluated against the ITT. The procurement is for services and is covered by the Government Procurement Agreement. The published plans set out a future competitive tender process, but do not state an estimated contract value, budget, contract duration or award date. Businesses should treat the September date as an indicative publication expectation rather than a tender deadline.

The framework is likely to suit recruitment agencies, personnel suppliers and workforce providers able to source temporary maintenance staff across Scotland. Strong candidates will be able to demonstrate access to suitably qualified and experienced workers across several maintenance skill sets, together with the operational capacity to supply staff to prisons, custody units, headquarters, a college and stores facility. Suppliers will need arrangements for obtaining and managing relevant disclosure and security clearances, with Level 1 Disclosure Scotland identified as the standard example. Consistent service delivery across multiple SPS sites will be important, as will reliable placement, mobilisation and workforce coordination. This is a useful early signal for businesses preparing their supply chains and compliance arrangements.

## Notice

The SPS has a number of facilities containing buildings and equipment which are required to be inspected, serviced and maintained. This work is carried out by the Estates and Technical Services Directorate managed by SPS Headquarters (HQ). SPS currently operates 14 publicly managed prisons, two Community Custody Units (CCUs), its HQ, the SPS College, and a Central Stores facility, all situated across Scotland. This framework shall provide SPS with the capability to employ suitably qualified and experienced temporary staff, covering a range of skill sets required in maintenance services. These staff shall have the relevant disclosure/security clearances (e.g. Level 1 Disclosure Scotland as standard). The supplier shall be able to provide temporary staff to the SPS sites across Scotland and the level of service shall be consistent.

### Lot Information

Lot 1

The SPS has commenced this procurement process in good faith and with the intention of awarding a contract. Following publication of the Contract Notice, an Invitation to Tender (ITT) including the Single Procurement Document (SPD (Scotland) will be published by SPS and will be made available to bidders. Tender responses will then be evaluated by the SPS in accordance with the ITT.
