## Summary

Blaby District Council procured an electoral management system and associated support for Blaby District. The requirement covers maintaining a compliant electoral register, voter registration, absent-vote arrangements, and the delivery of elections and referenda. It also includes a mobile canvassing application that records canvass responses electronically and synchronises them with the electoral management system, using the Council’s existing ten tablets. A web-based version is required for customer services staff handling electoral calls and enquiries. This is a specialist software programming and consultancy services requirement, including an industry-specific software package (CPV 72200000 and 48100000). The buying organisation is Blaby District Council, based in Narborough, and the services are for use across Blaby District.

The procurement is complete and was awarded to Civica UK Limited. The Council made a direct award through the Government G-Cloud 14 framework, Lot 2, using a limited procedure without prior publication of a competition notice. The Council recorded one bid and selected the supplier on price. The stated rationale was that only one framework supplier could meet the requirements, including compatibility with the Council’s ten existing canvassing tablets. The contract was signed on 18 August 2026 and is valued at £106,631.50. Its initial term is two years from 18 August 2026, with an optional one-year extension, giving a possible maximum length of three years. The associated lot is recorded as cancelled, while the award and contract are active.

This award indicates established demand for integrated electoral administration software rather than a standalone register system. A credible future competitor would need to provide a compliant electoral management system supporting voter registration, absent votes, elections and referenda, together with dependable operational support. Mobile canvassing capability is central: the system must allow electronic responses to be captured in the field and synchronised with the main system. Compatibility with existing Council-owned tablets was decisive in this procurement, so suppliers should be able to integrate with or support inherited hardware without forcing unnecessary replacement. A browser-based interface for customer services staff is also important, as is the ability to handle electoral calls and enquiries. The successful supplier was a large specialist software provider, suggesting the requirement favours proven delivery capacity and relevant public-sector experience.

### Lot Information

Lot 1

Blaby District Council is procuring an Electoral Management System to maintain a compliant Electoral Register for Voter registration, Absent Vote arrangement and the delivery of Elections and Referenda in Blaby District. BDC requires the addition of the Mobile Canvassing App to be used with existing 10 Council owned tablets, to allow canvassers to electronically record canvass responses and have these responses synced to the EMS. BDC also requires a web- based version of the EMS for use of Customer Services staff to aid with electoral calls and enquiries. The contract will start on 18 August 2026 and will have an initial term of 2 years. There is an optional 1 year extension (maximum contract length 3 years). This contract was direct awarded through the Government Commercial Agency G-Cloud 14 framework.

### Procurement Information

Following a search of the G-Cloud 14 framework, only one supplier was identified as capable of meeting the Council's requirements. Additionally, the Council has an existing investment in ten tablets for canvassing use, that are fully compatible with the supplier's software. Procuring an alternative system would require replacement of this hardware and incur additional costs. The supplier was therefore considered the only provider capable of meeting the Council's requirements whilst ensuring compatibility with existing equipment and maintaining value for money.
