## Summary

National Employment Savings Trust (NEST) Corporation is seeking one supplier for a hosted software-as-a-service asset allocation system for Nest Invest. The service must provide two mandatory capabilities: asset allocation and total portfolio view. Asset allocation must support Nest Invest’s multi-level fund-of-funds structure, model-driven strategic and tactical allocation, portfolio modelling and optimisation, configurable limits and tolerances, rebalancing, restrictions, approvals, audit trails, scenario analysis and implementation outputs. The process has reached tender: NEST invited offers through an open competitive flexible procedure under the Procurement Act 2023. It has a supplier-selection stage followed by full tender submissions, written evaluation, scored demonstrations for up to three highest-ranked suppliers, and final evaluation. This opportunity suits an established investment technology supplier able to provide and support a production-ready hosted platform covering both asset allocation and total portfolio view. Strong candidates will need demonstrable capability in multi-level fund-of-funds modelling, strategic and tactical allocation, optimisation, restrictions, rebalancing, workflow approvals, auditability, scenario analysis and implementation instructions. The platform must consolidate public and private investment data, including positions, exposures, performance and look-through information where available. Suppliers should also be equipped to configure the system for NEST, integrate retained administrator and custodian data and a planned cloud data platform through interfaces and APIs, and manage migration from the incumbent IRP solution. Delivery capability must include testing, user acceptance support, training, documentation, transition, hosting, maintenance, technical support and product-roadmap services, alongside completion of the required supplier and information-security assessments.

## Notice

Nest is seeking to appoint one supplier to provide, implement and support one hosted software-as-a-service solution for Nest Invest, comprising two mandatory capabilities: Asset Allocation and Total Portfolio View. The Asset Allocation capability must support Nest Invest's multi-level fund-of-funds structure and its controlled, model-driven asset allocation process. This includes strategic and tactical asset allocation, portfolio modelling and optimisation, configurable targets, limits and tolerances, portfolio rebalancing, asset restrictions, workflow and approval controls, auditability, scenario analysis and the generation of implementation instructions or outputs for downstream parties. The Total Portfolio View capability must provide a consolidated view of Nest Invest's portfolio across public and private assets, including positions, exposures, performance and look-through information where available. It must support aggregation and analysis across Nest Invest's fund structure. The supplier will be required to provide software licensing or subscription services; implementation and configuration; integration with retained data sources and Nest Invest's planned cloud data platform through appropriate data interfaces and APIs; transition and migration from the incumbent IRP solution; testing and user acceptance support; training and documentation; go-live and transition support; and ongoing hosting, maintenance, technical support and product-roadmap services. The solution must be configured for Nest Invest and supplied electronically as a hosted service. Investment and portfolio data will be received from retained sources, including the fund administrator and custodian, and the solution must generate the required information, reporting and implementation outputs for Nest Invest and its downstream processes. The contract will be awarded to one supplier for an initial term of five years. Nest may extend the contract for an additional two years and subsequently for a further one year, giving a maximum potential term of eight years. The contract does not guarantee any minimum volume of services or minimum expenditure.

### Lot Information

Lot 1

Renewal: Nest may, at its discretion, extend the contract on the same terms for an initial extension period of two years. Following that extension, Nest may, at its discretion, extend the contract for one further period of 12 months. The extensions may be exercised where Nest has a continuing requirement for the services and considers that extending the contract is appropriate, taking account of supplier performance, service continuity, value for money, ongoing business requirements, available budget and relevant internal approvals. The maximum extension period is three years, comprising: an initial extension of two years, estimated from 1 January 2032 to 31 December 2033; and a further extension of 12 months, estimated from 1 January 2034 to 31 December 2034.
