## Summary

Luminate Education Group is procuring an emergency and mass evacuation communications system for its campus sites across England. The requirement covers phased implementation of a system supporting campus incident plans, student and staff safety, and compliance with the Terrorism (Protection of Premises) Act 2025, commonly known as Martyn’s Law. Classified as emergency and security equipment (CPV 35100000), the system must support lockdown, invacuation, evacuation, bomb-threat and other incident procedures, as well as routine campus broadcasts. It must combine public-address audio, targeted zoned announcements, pre-recorded messages, screen alerts for computers and digital displays, and a mobile application for announcements and real-time alerts. The aim is consistent incident communication, training and staff support across sites.

The procurement has reached tender: Luminate Education Group invited offers through a below-threshold open competition. It is a single-lot requirement, with electronic submission allowed through the buyer’s e-sourcing portal. Enquiries had to be submitted by 4 September 2026 at 12:00, and tender offers were due by 23 September 2026 at 12:00. The contract period is 23 November 2026 to 22 November 2029. The estimated value is £145,833 excluding VAT, or £175,000 including VAT. The evaluation weighting is 75% for technical and quality considerations, including social value, and 25% for commercial considerations. Proposals must include a public-address alert system, screen alerts for PCs and laptops, and an application for announcements and real-time alerts; submissions without these elements are excluded from further evaluation.

This opportunity suits suppliers that can deliver and support integrated emergency communications across multiple education campuses. Relevant capability includes designing, installing and maintaining public-address systems; configuring campus-wide and zoned audio alerts; and providing reliable software for desktop, laptop, mobile, tablet and digital-screen notifications. Suppliers should be able to combine audio, visual and mobile functions within one operational system, create bespoke and pre-recorded messages, and support both emergency procedures and everyday broadcasts. Experience of implementing systems in complex, multi-site environments would be useful, particularly where users need training, consistent response procedures and ongoing staff support. The lot is identified as suitable for small and medium-sized enterprises, making it relevant to specialist security, safety communications, audio-visual and emergency technology businesses as well as larger integrators.
