## Summary

NHS Cheshire and Merseyside Integrated Care Board is procuring the Cheshire and Merseyside WorkWell Service, a health, wellbeing and employment support service for people with health conditions or disabilities. The service will provide early intervention to help eligible participants start, remain in or return to work. Delivery is divided across nine localities: Sefton, Cheshire West and Chester, Knowsley, Liverpool, Warrington, Cheshire East, Halton, St Helens and Wirral. This is a public service contract covering health and social work, education and training, and job-search support. It may suit organisations able to coordinate work, health and employability provision across one or more local areas, including partnerships with health, local government, employers and community organisations.

Contracts run mainly from 1 December 2026 or 1 April 2027 to 31 March 2029, with two possible 12-month extensions. Quality and social value carry 75%; cost carries 25%. Bidders may pursue one, several or all lots.

The requirement suits SMEs, voluntary, community and social enterprises, and established health, employment or wellbeing providers. Suppliers need relevant experience in social prescribing, employability, health or wellbeing support, with the ability to work effectively alongside health services, primary care, local authorities, employers, employment programmes and VCFSE or community organisations. Delivery must be accessible and culturally appropriate. Organisations must demonstrate sufficient management, governance, operational and delivery capability for their chosen locality or localities, together with the required legal and financial capacity. The ICB may check financial standing, insurance and other due-diligence information before award. Providers should also be able to manage mobilisation, workforce recruitment and retention, variable demand, information governance and outcome monitoring.
