## Summary

The West of England Combined Authority is procuring a concession contract for an integrated micromobility service covering e-scooter and e-bike rental. The service is intended for the West of England area, comprising Bath and North East Somerset, Bristol and South Gloucestershire. The Combined Authority is the local transport authority, working with the three unitary authorities, which are the highway authorities for their respective areas. Suppliers should be able to demonstrate both economic capacity and relevant technical capability through the selection stage. The evaluation gives the greatest emphasis to the technical submission, so bidders will need a credible operating model and the ability to address the requirements in the invitation-to-tender documents. A separate social value submission is required, making experience of developing and evidencing local social benefits relevant. The financial submission also matters, but carries less weight than technical quality. The scale and regional coverage favour suppliers with sufficient fleet, staffing, systems and management capacity for sustained delivery.

Options: Clause 10 of the contract includes details of the Authority's options to expand the Core Operating Area and for Commercial Exploitation.

Renewal: The Contract contrains the following extension clause: 2.2 On or before a date falling no later than six (6) months prior to the end of the Initial Term, the MCA shall have the option to give written notice to the IMS Operator to extend this Contract for a period of no less than one (1) year and no more than four (4) years and, in the event of any extension that is less than four (4) years, the MCA shall have a continuing right thereafter to notify the IMS Operator of further extensions to the Contract provided: 2.2.1 the MCA shall give no less than six (6) months written notice prior to the relevant Contract Year that the Contract would otherwise expire; 2.2.2 no extension shall be less than one (1) year; and 2.2.3 the total period of any extensions under this clause 2.2 shall be no more than four (4) years from the end of the Initial Term,
