Declared conflicts or potential conflicts of interest of individuals:
Conflicts of interest identified among service area officers: 1 potential perceived conflict of interest identified as 1 Council Officer involved in the process was employed by Provider five years previously but no connection since.
The non-conflicted members have assessed the nature and risk of this conflict and have decided which steps to take to avoid or manage it: Clear contractual boundaries between commissioner and provider are in place and on-going. Contract management is also supported by another PH commissioner who has no affiliation with the service provider.
Key criteria rationale:
The relative importance of the key criteria is weighted to reflect that all key criteria are important to the successful delivery of the service, with a slightly higher weighting to key criteria 1, 3 and 4 as these are essential to a continued successful and responsive service. Key criteria 5 (social value) was weighted 5 % in line with the existing contract.

Performance is broadly stable with positive trajectories, including strong engagement, retention and above-average progress in treatment outcomes. Overall performance remains consistent and satisfactory, demonstrating sustained effectiveness. Future performance is expected to remain stable, effective, and progressively improving, supported by established systems and a strong platform for innovation.
Key criteria 2. Value (20%)
Delivery models prioritise efficiency and prevention. Available data indicates spend is broadly consistent with similar areas, with resources deployed effectively within the current financial envelope. The provider brings significant added value through long-standing relationships and integration across the local system.
Key criteria 3. Integration, collaboration and service sustainability (25%)
The provider's established system-wide visibility and referral pathways are well embedded across partner organisations. Flexible delivery models and integrated pathways are already in place and functioning effectively. Objectives of the service:
To provide access to individuals or families in need. In particular to ensure that pathways to help are available for: patients within healthcare services (primary and secondary care), clients of social care agencies, vulnerable young people (e.g. those in LA care, young offenders or those excluded from school) and offenders within the criminal justice system.
To actively support individuals identified as dependent upon drugs or alcohol in hospital settings to access the drug and alcohol service in the community.
To ensure that individualised packages of treatment and support are offered to those seeking help, whether individuals or families, which meet the highest standards of care and demonstrate excellent results.
To provide harm reduction services to substance misusers including: advice and information, needle exchange facilities, supervised consumption and administration of medication, Blood Borne Virus (BBV) testing and vaccination.
To provide treatment and support which encompasses all domains of need (medical, psychological, social and emotional) and is fully and seamlessly integrated across those domains.
To ensure that, in the treatment of any individual, their family/carer/friends are engaged wherever possible as active partners in the intervention plan.
To ensure that effective liaison and co-ordination of intervention is assured between the treatment service and other agencies working with an individual. Including adult Care and support, Children's services, criminal justice system, mental health services primary and acute healthcare
Solihull Council are intending to award this contract to the existing provider of this service, Birmingham and Solihull Mental Health Foundation Trust (BSMHFT) following direct award process C under PSR Regulations 2023 Regulation 9.
The approximate lifetime value of the contract comprising initial term of 3 years up to 3 years extension, is PS19,919,750. The level of grants and funding may change over the life of the contract, dependent on the Public Health Grant + Drug & Alcohol ringfence from the Department of Health & Social Care (DHSC).
The contract is intended to provide the service on an initial term of 3 years and 1st April 2027 to 31 March 2030, with the option of extending up to a maximum of 3 years to 31 March 2033.",
