## Summary

Durham County Council procured a framework for flooring contractors to deliver flooring construction works and related services. The framework can be used by the council and, subject to a procurement service-level agreement, additional contracting authorities including academy schools and multi-academy trusts in the North East, maintained schools in County Durham, County Durham and Darlington Fire and Rescue Service, Believe Housing, and parish and town councils in County Durham. Other organisations and local authorities may also be admitted by agreement and where funding permits. The framework covers England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West.

The procurement is complete and has been awarded following a below-threshold limited competition. One framework position was awarded to Durham Flooring Ltd; the procurement description allowed up to three organisations with the highest overall weighted scores to be appointed. The contract was signed on 25 August 2026 and runs from 1 September 2026 to 31 August 2028, with up to two 12-month extensions permitted, giving a maximum end date of 31 August 2030. Its value is £240,000 excluding tax and £348,000 including tax. The framework permits call-offs by direct award where all requirements are met, and with or without reopening competition. A 1% charge on all framework transactions is payable to Durham County Council.

This award indicates recurring public-sector demand for flooring contractors across a broad England-wide footprint, particularly in schools, housing, fire and rescue, and local-authority settings connected with Durham County Council. A credible future competitor would need to deliver flooring construction works and associated services reliably across multiple locations, manage call-offs from a framework, and compete on the weighted criteria used for appointment. Suppliers should be able to work with both direct awards and competitions reopened among framework providers, while allowing for the 1% transaction charge. The successful supplier is an SME, showing that the requirement can be met by a smaller specialist business. Relevant firms are flooring contractors with the operational capacity, geographic reach and public-sector delivery systems to support varied premises and contracting authorities.

## Notice

The Framework does not include any guarantee of any minimum volume of works and services, or any minimum expenditure. Furthermore, appointment under the Framework Agreement does not constitute a commitment by the Council, or any other contracting authority to the exclusive use of the Framework or an individual supplier for such requirements. A maximum of the 3 bidding organisations who achieve the highest overall weighted score will be awarded a position on the framework This Framework/ Contract will be available for use by Durham County Council and the following additional Contracting Authorities, where they have entered into a Procurement Service Level Agreement (SLA) with Durham County Council
