## Summary

The Office of the Police and Crime Commissioner for Cleveland is procuring an integrated Victim Support and Restorative Justice Service across the Cleveland Police force area. The service will cover Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton-on-Tees. It will provide a seamless pathway combining universal support for victims of crime and anti-social behaviour, needs assessment, emotional and practical assistance, and restorative justice opportunities at suitable points in a victim’s journey. The intended model is victim-centred, trauma-informed, accessible and proportionate to need, with a focus on helping victims cope with and recover from harm, achieving positive outcomes, and managing increasing demand. This is a community, social and personal services requirement, classified under CPV 98000000.

The process has reached tender: the buyer invited offers through an open competitive flexible procedure. It comprises participation and ITT followed by a presentation stage. Enquiries closed on 21 September 2026 at 17:00, and offers were due by 2 October 2026 at 10:00. The intended contract period is 1 April 2027 to 31 March 2029, with two optional 12-month extensions available, allowing the contract to run until 31 March 2031. The estimated value is £2,373,600 excluding VAT, or £2,848,320 including VAT. There is one lot. Evaluation is based on quality, weighted 90%, and social value, weighted 10%. The award decision was due by 20 November 2026. Submissions are made electronically through the Atamis e-tendering portal.

This opportunity suits organisations experienced in delivering victim support and restorative justice, particularly providers able to combine both services into one coordinated pathway. Strong capability is needed in victim-centred and trauma-informed practice, assessing individual needs, providing emotional and practical support, and creating safe, appropriate restorative justice opportunities. Suppliers should be able to offer accessible and proportionate services across Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton-on-Tees, while managing demand effectively and demonstrating positive outcomes for victims. The requirement may suit charities, voluntary and community organisations, social enterprises and other specialist service providers; it is expressly identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The two-stage process includes a presentation stage, so bidders must be able to explain and demonstrate their service model clearly.
