## Summary

Herefordshire Council is procuring general management and staffing for a winter shelter service for adults experiencing rough sleeping in Hereford. The service supports the Council’s statutory homelessness prevention and relief duties and its rough sleeping strategy. The appointed supplier will manage Council-provided emergency accommodation and day-to-day operations, including resident check-in and check-out, overnight waking cover, welfare monitoring, risk management, safeguarding and property security. The accommodation consists of dormitory-style provision for up to 16 people, plus two single-person pods, providing an immediate off-the-streets response during winter. This is a social work service with accommodation, suited to organisations delivering supported accommodation and frontline homelessness services in Hereford.

The process has reached tender: the Council invited offers through an Open Procedure under the Procurement Act 2023. Clarification questions and tenders must be submitted electronically through the ProContract e-tendering portal. The clarification deadline is 14 September 2026 at 17:00, and tenders are due by 21 September 2026 at 12:00. The initial contract runs from 2 November 2026 to 29 April 2027, with up to three further seasonal winter delivery periods and a maximum end date of 29 April 2030. The estimated total value is up to £360,000 excluding VAT (£432,000 including VAT), with a maximum budget of £90,000 excluding VAT per winter period. Award is expected by 15 October 2026 at 23:59:59. Evaluation is price 30%, experience 19%, service delivery 25%, risk management 14% and social value 12%.

This opportunity suits an experienced homelessness, supported accommodation or social care provider able to deliver safe, trauma-informed and person-centred services. Relevant experience includes working with people experiencing rough sleeping, homelessness, multiple disadvantage, trauma, mental health needs, substance misuse and other complex support requirements. Suppliers need the operational capability to provide overnight waking cover, resident welfare monitoring, safeguarding, risk management, property security and reliable daily management within emergency accommodation. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so it may suit specialist local providers as well as larger organisations. Bidders must demonstrate appropriate legal, financial and technical capacity through the Procurement Specific Questionnaire and associated procurement documents. Payment is made within 30 days of a valid and undisputed invoice.
