## Summary

NHS Thames Valley Integrated Care Board commissioned a Community Ophthalmology Service for East Berkshire. The service covers the diagnosis and treatment of specific ophthalmic conditions that do not require secondary care but are outside the core Primary Care Contract. It is a healthcare service focused on ophthalmologist services (CPV 85121281), delivered across the East Berkshire geography. NHS South, Central and West Commissioning Support Unit carried out the procurement on behalf of the Commissioner. The selected provider is The Eye Academy (Richmond) Ltd. The requirement is therefore relevant to ophthalmology providers able to diagnose and treat community-based eye conditions, work within NHS service requirements and provide care across East Berkshire.

The procurement has reached the award and contract stage. The Commissioner used Provider Selection Regime Direct Award C, without prior publication of a call for competition, rather than an open tender. The contract was signed on 12 August 2026 and is recorded as active. The initial 12-month term is expected to be worth £397,712, with an optional further 12-month extension worth £397,712; the full expected lifetime value is £795,424. The contract period commences on 1 October 2026. The award was made to The Eye Academy (Richmond) Ltd. Evaluation considered the existing provider’s ability to meet the proposed contract to a sufficient standard, weighted at 80%, and price, weighted at 20%. Representations were due by midnight on 7 September 2026.

This procurement demonstrates an established NHS requirement for community ophthalmology in East Berkshire at a substantial service scale. A credible future competitor would need the clinical capability to diagnose and treat ophthalmic conditions outside secondary care, while operating within the NHS Standard Contract and the Commissioner’s service specification. Relevant strengths include demonstrable quality and continuity of care, robust safeguarding and information-governance arrangements, accurate invoicing and pricing, and reliable quality and service reporting. Providers would also need evidence that they can meet NHS requirements for service standards, co-operation, information provision, payment processes, liabilities and subcontracting. The outcome shows that proven delivery under an existing arrangement was central to the decision, alongside price, so experience of satisfactory NHS community ophthalmology performance would be important when this requirement next reaches the market.
