## Summary

They should also be able to respond strongly to detailed quality questions, provide a clear commercial pricing model, and offer credible social value commitments. Suppliers must be capable of implementing the solution within a tight timeframe and accommodating changes in user numbers.

## Notice

This Invitation to Tender ("ITT") has been issued by The Police and Crime Commissioner for Sussex, acting also on behalf of the Police and Crime Commissioner for Surrey, who are seeking to award a Contract for the provision of Communication and Digital Data Exploitation Solution. The Requirement will be tendered as a Single Lot. The Contract Term shall be for a period of 3 years with the option to extend by a further 5 x 12-month extensions at the discretion of the Authority. The organisations that will be named on this Contract are: The Police and Crime Commissioner for Sussex The Police and Crime Commissioner for Surrey The anticipated commencement date of the Contract] is 1st December 2026. Any changes to this commencement date will be communicated to all bidders through the contracting authority's e-Procurement Portal It is a mandatory requirement that the successful solution is currently the principal communications data analysis solution for at least 12 UK law enforcement organisations (representing 20% of the 60 organisations comprising 45 territorial police forces, BTP, MOD Police, Civil Nuclear Constabulary, 9 ROCUs, the NCA, the TOEX network, and Counter-Terrorism Policing) Values stated in this notice include the 5 years of extensions based on the current understanding of the budget available.

### Planning Information

The Authority undertook preliminary market engagement with its incumbent provider and an additional supplier operating within the market to gain a better understanding of the functionality, capabilities, and indicative pricing of solutions currently available. Engagement was conducted through direct discussions with the identified suppliers, selected on the basis of the Authority's existing market knowledge and understanding of its requirements.
The engagement sought to assess the extent to which available solutions could meet the Authority's requirements and to inform the Authority's procurement strategy. The incumbent solution was already known to meet the Authority's requirements. The alternative supplier's solution was tested and evaluated to determine its suitability and to assess whether there was sufficient market capability to support a competitive procurement process.
Testing and evaluation of the alternative solution were completed on 17 July 2026, the outcome of which confirmed the appropriateness of proceeding with a competitive procurement procedure.
