## Summary

The Corporate Officers of the House of Commons and House of Lords are exploring offsite storage services for the House of Commons Library, House of Lords Library, Parliamentary Archives and the Parliamentary Knowledge and Information Team. The requirement covers storage for archival boxes, other boxes, cabinets and oversize items, with services designed to meet archival environmental standards, security requirements and access arrangements. The supplier may also be asked to help remove collections from the Parliamentary Estate. This is a library, archive and secure storage service, including cargo handling and archive shelving. The stored collections are associated with the UK Parliament and the service will be delivered in the United Kingdom.

This procurement is at the planning stage and the current exercise is a Request for Information to help shape a future procurement; it is not an invitation to tender. The Authority expects to use an open procedure for one lot, although the procedure is not yet confirmed in this planning notice. The estimated value is £1,445,833.33 excluding VAT, or £1,735,000 including VAT. The anticipated contract period is 23 September 2027 to 22 September 2032, with five possible one-year extensions, up to 22 September 2037. The Authority expects the next notice to be published by 4 January 2027. Market engagement responses are expected by 8 September 2026 through Atamis.

This will suit secure records-storage operators, archive-storage specialists, library and archive service providers, and logistics businesses able to handle collections and potentially support removals. Suppliers should be prepared to provide controlled offsite premises with suitable environmental conditions for archival material, robust physical security and practical arrangements for authorised access. Experience storing mixed collections—including boxes, cabinets and oversize items—would be relevant, as would suitable shelving, handling and inventory processes. The requirement may grow beyond its initial scale, so bidders are likely to need capacity that can expand over the contract term. The Authority has indicated that the requirement is suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

## Notice

The Corporate Officers of the House of Commons and the House of Lords (the Authority) would like to notify the market of a potential upcoming requirement. This Request for Information (RFI) seeks information relating to Offsite Storage for the House of Commons and House of Lords libraries and the Parliamentary Archives. The House of Commons Library, the House of Lords Library and Parliamentary Knowledge and Information Team (PKI) require storage of their collections, meeting archival storage requirements, including environmental standards, security and access arrangements. They have separate sets of items to store but they consist of the following types of material: - Archival boxes - Other boxes - Cabinets - Oversize items We initially require space for 1047m3 but could require 1150m3. Over the duration of the contract the amount of storage may increase further. There may also be a requirement to assist with removal of collections from the Parliamentary Estate. The purpose of this questionnaire is to engage with the market ahead of a procurement exercise for the offsite storage services. We will use the insights we gain here to shape our requirements for that procurement. We expect to agree this contract for an initial period of 5 years, with the possibility of 5 x 1 year extension options (5+1+1+1+1+1).
