## Summary

The Department of Health and Social Care intends to procure flexible access to multidisciplinary digital, data and technology delivery capability for adult social care priorities. The services are expected to support work across the digital delivery lifecycle, from discovery through alpha, private beta and public beta, subject to an approved Statement of Work and governance route. The requirement covers IT consulting, software development, internet and support services, including software development. This is a public sector digital delivery requirement managed by a central government department, with work likely to involve teams providing a range of specialist digital, data and technology skills for adult social care programmes.

This process is at planning and is preliminary market engagement, not an invitation to tender or a competition. The buyer expects to issue a future notice on 1 October 2026. The anticipated contract is for 36 months, starting on 1 December 2026 and ending on 30 November 2029, with extensions of up to 24 months, potentially to 30 November 2031. The maximum indicative contract ceiling, including extensions, is £30,000,000. The procurement is expected to use an open procedure and will be above the relevant threshold. The engagement questionnaire is expected by 9 September 2026 at 5pm through Atamis, to inform the final specification, budget cap and procurement approach.

The requirement is likely to suit established digital, data and technology delivery providers, consultancies, software development companies and multidisciplinary teams able to work across discovery, alpha, private beta and public beta. Relevant capability includes digital product and service delivery, user-centred discovery, software development, data expertise, internet services and technical support. Suppliers should be able to provide flexible access to varied specialist skills and operate through Statements of Work and formal governance approvals. The buyer has indicated that small and medium-sized enterprises may be suitable, so smaller providers with credible delivery capacity may wish to prepare evidence of relevant adult social care or public sector experience, technical capability and team availability before the formal procurement begins.
