## Summary

National Highways Limited procured an inclusive driving simulation solution for use with disabled drivers who use adapted vehicles. The requirement addresses the inability of existing National Highways driving simulations to include these drivers, limiting the feedback and insight available from a diverse group. The work supports National Highways’ Access and Inclusion Approach and its aim of helping close the transport accessibility gap. The procurement is for IT software, specifically an inclusive driving simulation capability that can enable participation in simulation studies and support the collection of driver experience and accessibility feedback. It is relevant to businesses providing driving simulation software, accessible digital technology, adapted-vehicle testing solutions or specialist tools for transport research and inclusion.

The procurement is complete and was awarded to Barnes Bridge Ltd. National Highways used a direct award below the applicable threshold, without competition, for one lot. The award is active and the contract was signed on 25 August 2026. The contract period runs from 1 September 2026 to 30 November 2026. Its value is £41,666.67 excluding VAT, or £50,000 including VAT. The awarded item is an IT software package. The stated purpose was to enable disabled drivers using adapted vehicles to take part in National Highways driving simulations, allowing the organisation to gather feedback and insight relevant to accessibility and inclusion. The available procurement information records Barnes Bridge Ltd as the selected supplier.

This procurement is evidence of a defined requirement within National Highways for technology that makes driving simulation studies accessible to disabled people using adapted vehicles. Businesses considering future work with this buyer would need credible capability in driving simulation or related software, with a practical understanding of accessibility, adapted vehicles and the needs of disabled drivers. Experience of designing or delivering inclusive user testing, collecting reliable participant feedback and supporting transport research would be relevant. Suppliers should also be able to explain how their technology helps a public authority meet equality and inclusion objectives. The selected supplier was an SME, indicating that this type of specialist requirement can be delivered by a smaller technology business.

## Notice

Currently disabled drivers who use adapted vehicles are unable to participate in any National Highways driving simulations we are therefore unable to gather valuable feedback and insight from a vast and diverse group. We know that disabled people take on average 38% fewer journeys. This is known as the transport accessibility gap. Closing this gap is a stated aim of the Government and is identified as a key goal within our Access and Inclusion Approach. This has been identified as a priority need as part of NH's Access and Inclusion Approach, recognising that existing simulation studies do not meet our public sector equality duty
