## Summary

Norfolk County Council, through Norfolk Museum Services, is buying a complete food-supply service from one supplier for museum catering. The requirement covers ambient, chilled and frozen foods, as well as vegetables, fruit and salads. Product categories also include meat and meat products, prepared and preserved fish, dairy products, oils and fats, grain-mill products, miscellaneous food products and beverages. Deliveries will be made in Norfolk and Suffolk. The contract may subsequently be transferred to successor local authorities, joint bodies or a Mayoral Strategic Authority covering the area, and orders may be placed for other local authorities within Norfolk’s current geographical boundaries. This is a goods opportunity for wholesalers, food distributors and suppliers able to provide a broad, reliable range of catering products.

The process has reached tender: the council invited offers through an open procedure. It is a single-lot procurement, with electronic submission allowed in English. Enquiries had to be submitted by 22 September 2026 at 14:00, and offers by 6 October 2026 at 14:00. The planned award decision date is 20 October 2026. The contract period is 2 November 2026 to 1 November 2029, with a possible extension to 1 November 2031 in two 12-month increments at the council’s discretion. The published overall estimated value is £0 gross in GBP; the lot value is published as 0 AED. Evaluation is based on price at 40%, quality and standards at 25%, placing orders and delivery at 20%, customer service at 10%, and social value at 5%.

This opportunity suits a food wholesaler, distributor or broad-line catering supplier that can source and supply ambient, chilled and frozen goods alongside fresh produce. A strong bid will need dependable order processing and delivery arrangements, responsive customer service, and evidence that products meet relevant quality and food standards. Suppliers should be able to cover the full range rather than only one product category, because the council is seeking a single provider. The requirement also favours businesses with the operational capacity to serve museum catering across Norfolk and Suffolk, manage varied product lines and maintain consistent availability and delivery performance. Experience supplying public-sector, hospitality or institutional catering would be relevant, particularly where the supplier can demonstrate quality control, reliable logistics and practical social-value commitments.

## Notice

Norfolk Museum Services is seeking to appoint a single supplier for the provision of Ambient, chilled, frozen foods and Vegetables, fruit and salads. Please note on the 19 November 2025, the Minister of State for Local Government and Homelessness made a written statement [UIN HCWS1071] saying that three proposals for unitary local government in Norfolk had been received - these could entail the creation of one, two or three unitary councils. The Minister announced a consultation exercise, which ended on 11 January 2026. The Minister stated that "once the consultations have concluded, the Government will assess the proposals against the criteria in the invitation and decide, subject to parliamentary approval, which, if any, proposals are to be implemented, with or without modification". The Government has confirmed that it is minded to create three unitary Councils, subject to parliamentary approval. On 4 December 2025, the Secretary of State for Local Government made a written statement [UIN HCWS1128] stating that the government intends to establish a Mayoral Strategic Authority for Norfolk and Suffolk as soon as possible, and that it is minded to hold inaugural mayoral elections in May 2028. Should these processes lead to unitary local government in Norfolk and/or to the establishment of a Mayoral Strategic Authority covering Norfolk (i) the contract may be transferred, assigned or novated to any successor authority(ies) to the council, or to any joint body incorporating or formed by any such successor and/or to any Mayoral Strategic Authority; and/or (ii) the council or a successor authority or joint body may order services on behalf of other local authorities serving any area within Norfolk's current geographical boundaries.
