## Summary

The London Borough of Brent is exploring parking IT services for use across the borough. The intended scope is an integrated cashless parking system combined with penalty charge notice and notice processing, permit management and a permit module. The council is considering whether these functions should be delivered through one integrated platform or through separate systems that interoperate effectively. The service falls within car park management services (CPV 98351000). Brent is also considering collaborative or joint procurement arrangements, so the eventual requirement could involve working with other public bodies. The procurement is for services rather than goods or construction works, and the stated delivery location is the United Kingdom.

This is a planned procurement at the pre-market engagement stage, not an invitation to tender. Brent is seeking market information on supplier capability, commercial models, procurement routes, implementation and integration approaches before deciding its future strategy. The council expects the market engagement to receive responses by 10 September 2026 and anticipates a subsequent notice on 30 November 2026. The planned contract period for the single lot is 30 December 2026 to 1 November 2032. The recorded estimated value is £1.00 excluding tax, or £1.20 including tax, in GBP; this appears to be a placeholder rather than a meaningful contract estimate. The single lot is marked as suitable for SMEs and remains at the planning stage.

This will suit parking technology providers able to supply, integrate or support cashless parking, penalty charge and notice processing, and permit management systems for a local authority. Relevant suppliers should be prepared to explain their current and planned functionality, solution architecture, implementation approach, integration capabilities and experience delivering parking IT services in the public sector. Providers with interoperable platforms may be well placed, as Brent is testing whether one integrated system or separate systems would offer better value and quality. Suppliers with experience of collaborative or joint public procurement can contribute views on the benefits, risks and commercial models of shared arrangements. The council is also seeking evidence of innovation, service quality and practical routes to securing value for money. This is preparation for a future procurement, not a bid opportunity now.

## Notice

The purpose of this Pre-Market Engagement (PME) is to assist the Council in understanding current market capability, available commercial models, potential procurement routes and approaches to securing value for money, quality and innovation in the provision of parking IT services. The Council is seeking information and market feedback on modern parking management solutions suitable for the London Borough of Brent. In particular, the Council is interested in understanding the current market offering and the capability of suppliers to provide an integrated cashless parking solution alongside PCN/Notice Processing and Permit Management functionality. The Council is also exploring the potential for collaborative or joint procurement arrangements and would welcome market views on the benefits, challenges, commercial models and procurement approaches associated with such an arrangement. The Council is interested in understanding whether these services are best delivered through a single integrated solution or through separate but interoperable systems. Suppliers are invited to provide information on their current and planned capabilities, solution architecture, commercial models, implementation approach, integration capabilities and experience of delivering parking IT services within the public sector. This PME is intended solely to inform the Council's understanding of the market and the development of its future procurement strategy. It is not a call for tenders or an invitation to submit a formal tender, and participation in the PME will not give any supplier preferential treatment in any subsequent procurement process. Please refer to the PME Notice for further details, including the scope of the engagement and the questions to be addressed. Suppliers are requested to complete and submit their responses to the PME questions by the stated deadline.
