## Summary

Hampshire and Isle of Wight Healthcare NHS Foundation Trust intends to procure a hosted electronic order communications system for radiology. The system will allow GPs to make direct electronic referrals to the Trust’s Imaging department, supporting better-quality services and compliance with the Ionising Radiation Regulations. It may also help reduce incidents reportable to the Care Quality Commission. The requirement covers industry-specific software and associated computer or information systems. The service will support activity in the United Kingdom, with the Trust based at Tatchbury Mount near Southampton. Suppliers should therefore be able to provide a hosted healthcare software solution that connects general practice referral workflows with radiology and imaging operations.

This procurement is at the planning stage and currently concerns pre-market engagement, rather than an invitation to tender. The Trust is developing a business case and assessing likely costs, requirements, procurement approach, participation conditions and award criteria. It expects to hold online supplier engagement meetings on 10 and 18 September 2026. The engagement milestone is scheduled to conclude by 18 September 2026, and a subsequent notice is anticipated on 9 November 2026. One planned lot covers a contract expected to run from 1 February 2027 to 31 January 2032, with a possible extension to 31 January 2036. The published estimated value is £1 gross, in GBP. The procurement is classified as goods and is above the relevant threshold.

This engagement will suit suppliers of hosted radiology order communications or electronic referral platforms, particularly those with established healthcare interoperability capability. The Trust is seeking evidence that a proposed solution can operate live in a radiology environment and integrate with existing systems. Participation requires a reference site, including contact details, so suppliers should be able to identify a customer using an operational implementation and support confirmation of its suitability. Strong candidates are likely to understand GP-to-imaging referral workflows, radiology system integration, electronic order management, information quality and regulatory compliance relating to ionising radiation. Suppliers should use the planning period to prepare a credible reference implementation and explain how their system could support safer, more compliant referrals and reduce reportable incidents.

## Notice

The trust is looking to procure a hosted electronic order communications (Ordercomms) system that will enable GPs to make direct electronic referrals to HIOWH's Imaging department. this is pre-market engagement to support the development of a business case.

### Planning Information

The Trust is looking to procure a hosted electronic order communications (Ordercomms) system that will enable GPs to make direct electronic referrals to HIOWH’s Imaging department, to improve the quality of service, and enable the trust’s compliance with the Ionising Radiation Regulations and potentially reducing reportable incidents to CQC. A business case is currently being developed for funding and HIOWH needs to assess the costs in support of the exercise. As part of this, the organisation is undertaking pre-market engagement (PME) to:
- develop the authority’s requirements and approach to the procurement;
- design a procedure, conditions of participation or award criteria;
- identify suppliers that may be able to supply the solution.
Supplier engagement meetings will be held on Thursday 10th September and Friday 18th September and will take place online via Microsoft Teams.
Suppliers are required to provide a reference site (along with contact details) that has a live, operational solution within a radiology environment that integrates with existing systems. Upon successful confirmation, a slot will be arranged.
