## Summary

Nottinghamshire County Council is procuring a framework for integrated, community-based specialist support for people experiencing severe multiple disadvantage, including homeless people and rough sleepers. This award demonstrates substantial, long-term public demand for specialist support for people facing severe multiple disadvantage across Nottinghamshire and Derbyshire. Suppliers best placed for a future opportunity will be able to deliver community-based housing and homelessness support while coordinating effectively with mental health, physical health, employment and financial inclusion services. Credible providers are likely to need strong referral, safeguarding, case-management and partnership arrangements, together with the operational capacity to work across more than one local authority area. The successful supplier group shows that both large housing and support organisations and smaller or specialist advice-led providers can contribute to this requirement. Experience of supporting rough sleepers and people with complex, overlapping needs will be central to competing when the requirement next reaches the market.

Nottinghamshire County Council is introducing a framework under the Procurement Act 2023 (Light Tough Regime) for the provision of support services to homeless people and rough sleepers with Severe Multiple Disadvantage across Nottinghamshire and Derbyshire. The framework is for use by any current or future local authority in the counties of Nottinghamshire/Derbyshire. Lot 3 - Integrated Specialist Support: Provision of community-based support for people experiencing SMD in areas like housing support, mental health, physical health, employment, and financial inclusion.

### Procurement Information

The Rough Sleeping Prevention and Resettlement-D2N1 framework (Procurement Identifier-ocds-h6vhtk-05a7be) was procured following a competetive procedure. Relevant notices (UK2, UK4) in relation to the tender and Award notices (UK6 & UK7) were published in relation to the award of Lots 1&2 but, due to an error in the publication of the UK6, Lot 3 was omitted from the notice. The Cabinet Office (Ticket 0026384), advice was as follows: "You can publish a UK5 Transparency Notice to create a new framework, which can then be referred to as "Lot 3". This can subsequently be progressed using the UK6 and UK7 notices. Please note that this will not form part of the existing framework and will instead stand alone. This is because Lot 3 was cancelled within the current framework via the UK6." This UK5 Transparancy notice is published in accordance with the above advice.
