## Summary

C2C Railway Limited is procuring creative agency services for railway marketing and communications. The scope covers the development and delivery of marketing campaigns, brand development, production of creative assets and associated account management. The requirement supports alignment of marketing and operational activities across the Anglia rail route, including c2c and Greater Anglia, and the wider transition arrangements for Great British Railways. The work is delivered across London and the East of England. It is a services contract in the advertising, marketing and marketing-management consultancy sectors. The buyer is a public undertaking operating in the utilities sector. The requirement is suitable for agencies able to combine creative campaign delivery with strategic brand, stakeholder and account-management support in a complex railway environment.

The procurement has been completed and the selected supplier is Pablo London Limited. It was awarded through a direct award on the basis of technical reasons and a claimed absence of competition, using paragraph 6 of Schedule 5 to the Procurement Act 2023. There is one lot. The award date is 26 August 2026. The award value is £750,000 excluding VAT and £900,000 including VAT. The contract is planned to run from 30 September 2026 to 29 September 2027, with an extension of up to 24 months in one or more periods, taking the maximum end date to 29 September 2029. The proposed award remains subject to commercial negotiations, value-for-money validation, governance and signature.

This procurement indicates demand from C2C Railway Limited for an agency that can manage integrated railway marketing rather than provide isolated creative production. A credible future competitor would need demonstrable experience in large, multi-stakeholder campaigns, brand development, account management and production of varied creative assets. The requirement particularly favours a supplier able to work within established campaign-management systems, stakeholder relationships, governance arrangements and delivery pipelines, while coordinating activity across more than one rail operator or business unit. Experience of operational alignment, organisational change and public-facing transport communications would strengthen a bid. Suppliers should also be able to evidence robust governance, value-for-money controls and the capacity to maintain continuity while requirements evolve during railway integration.

## Notice

c2c requires the provision of Creative Agency Services to support the delivery of marketing campaigns, brand development, creative asset production and associated account management activities.

### Procurement Information

c2c requires the provision of Creative Agency Services to support the delivery of marketing campaigns, brand development, creative asset production and associated account management activities. c2c is seeking to award a contract for these services directly to Pablo London Ltd, subject to satisfactory commercial negotiations, value for money validation and completion of the required governance process. The proposed award supports the ongoing alignment of procurement and operational activities across the Anglia route, including Greater Anglia and c2c, as part of wider railway integration arrangements. For the integrated Anglia-wide marketing operation required to support GBR transition within the required timescales, the supplier must already be embedded in Greater Anglia's campaign management systems, stakeholder relationships, governance structures and pipeline. Only Pablo meets this pre-existing integration requirement. Substituting a competitor would necessitate complete rebuilding of these embedded systems and workflows, creating material duplication and preventing timely delivery of the integrated business objective. The contract is therefore intended to facilitate alignment activities pending future market testing and longer-term procurement considerations associated with railway reform and the establishment of Great British Railways which is expected to come into effect in late 2027, assuming the Railways Bill proceeds as planned. Consequently, c2c considers that, in the specific circumstances of this requirement, there is an absence of competition for technical reasons (paragraph 6 of Schedule 5 of the Procurement Act 2023).
