## Summary

The Police and Crime Commissioner for Sussex, acting for the Police and Crime Commissioners for Sussex and Surrey, intends to procure vehicle maintenance services for the Joint Transport Service supporting Surrey and Sussex Police. The work covers maintenance and repair of police motorcycles, cars, vans up to 3.5 tonnes, and vans or lorries over 3.5 tonnes. It will be delivered from suppliers’ premises serving the Authorities’ workshops in Surrey, East Sussex and West Sussex. This is a non-exclusive, multi-supplier arrangement, allowing the Authorities to use more than one provider. The procurement is intended to support operational vehicle availability while limiting vehicle downtime and environmental impact. The relevant service classification is repair and maintenance of motor vehicles and associated equipment (CPV 50110000).

This is a planned procurement: the buyer has announced its intention to procure but has not invited tenders at this stage. It expects to publish the tender on 11 September 2026, with submissions expected by 9 October 2026 at 12:00 and an award decision expected by 2 November 2026. The proposed open procedure will establish an open framework agreement for four years, from 15 November 2026 to 14 November 2030, with up to 32 suppliers. The estimated value is £2,750,000 excluding VAT and £3,300,000 including VAT; stated volumes and values are indicative and do not guarantee work. Four lots are planned: motorcycles £55,000 excluding VAT; cars £1,430,000; vans up to 3.5 tonnes £1,100,000; and larger vans or lorries £165,000. Each lot will be evaluated on technical quality 60%, price 30% and social value 10%.

The procurement is likely to suit vehicle maintenance businesses able to service police fleet vehicles across the four planned categories, either as a general commercial-vehicle provider or as a specialist in motorcycles, cars, light vans, or heavier vans and lorries. Suppliers will need premises within 20 miles of the Authorities’ workshops in Surrey, East Sussex and West Sussex, so local operating coverage is important. The buyer has highlighted specific security and storage requirements at supplier premises, alongside the ability to minimise vehicle downtime and environmental impact. Organisations preparing for the later tender should be ready to demonstrate strong technical capability and relevant maintenance capacity, as technical quality carries the greatest evaluation weighting. The arrangement is intended for multiple suppliers, creating scope for providers with capability in one or more vehicle categories.

## Notice

This procurement relates to the provision of vehicle maintenance services to the Joint Transport Service (JTS) for Surrey and Sussex Police. The Police and Crime Commissioner for Sussex, acting on behalf of both the Police and Crime Commissioner for Sussex and the Police and Crime Commissioner for Surrey (together, the Authorities), will be seeking bids from suitably qualified organisations. The services will be delivered on a non-exclusive basis under a multi-supplier Framework Agreement with a term of four (4) years. The Police and Crime Commissioner for Sussex (the PCC for Sussex) is the lead authority for this procurement and will be responsible for the selection and appointment of suppliers to the Framework Agreement. Due to the nature of the Authorities' operations, suppliers will be required to meet specific security and storage requirements at their premises. In addition, to minimise environmental impact and vehicle downtime, suppliers' premises must be located within a 20-mile radius of the Authorities' workshops in Surrey, East Sussex and West Sussex. Any volumes, quantities or values of business stated within the procurement documentation are indicative only and do not constitute any guarantee or commitment of future work.
