## Summary

National Highways Limited intends to procure a digital geospatial platform for the Lower Thames Crossing project. The platform will be procured, operated and maintained to support health, safety, wellbeing and security, operational delivery, emergency response, environmental protection, productivity improvement and programme assurance throughout the works. It will provide real-time visibility of personnel, vehicles, plant and equipment, with geospatial monitoring, reporting, alerts and data analytics to identify, manage and monitor risk proactively. The system must communicate with contractors’ geospatial platforms and provide programme-wide visibility and information sharing. This is a software and information-systems requirement, including geographic information systems or equivalent. Delivery is in the United Kingdom. National Highways Limited is the central-government public authority buying the requirement.

This procurement is at the planning stage and is not an invitation to tender. National Highways expects to issue the next notice by 2 November 2026. The planned contract is for one lot, with an anticipated term from 25 January 2027 to 24 January 2030 and an extension period potentially running to 24 January 2034. The estimated value is £2,000,000 excluding VAT, or £2,400,000 including VAT. The procurement is above the applicable threshold. National Highways is undertaking preliminary market engagement through a supplier briefing session on Microsoft Teams, scheduled for 4 September 2026 at 2pm BST. A follow-up questionnaire is expected, with responses due by 18 September 2026. Participation will not form part of any later tender evaluation.

The requirement should suit small and medium-sized enterprises with experience supplying, operating and maintaining enterprise geospatial, GIS or equivalent digital platforms. Relevant suppliers are likely to have strong capabilities in real-time location and asset visibility, geospatial data integration, monitoring, reporting, alerting and analytics. Experience supporting construction, infrastructure, transport or major programmes would help, particularly where systems must improve health and safety, security, emergency response, environmental protection, productivity and assurance. Suppliers should be able to integrate with multiple contractor platforms and enable information sharing across a programme. The buyer is seeking a platform that can support proactive risk identification and management, rather than a basic mapping or standalone GIS product. Businesses can use the planned engagement to explain their technical approach and provide feedback on the draft scope and procurement strategy.
