## Summary

Respect Collaboration Trust is procuring instrumental music provision as alternative education for children of compulsory school age who are suspended, excluded or otherwise unable to receive suitable education at school. The service will deliver appropriate alternative provision tailored to pupils’ needs, with education, attendance, behaviour, safeguarding, progress and outcomes managed by the provider. Delivery is in Derby. This is an education and training services requirement and forms part of the Trust’s statutory arrangements for appropriate education otherwise than at school. Providers should be able to offer instrumental music-based provision and work with the Trust to meet individual pupil requirements. The arrangement may include ad hoc places purchased according to pupil needs and provider capacity, with regular core places possible in some areas.

The process reached tender: Respect Collaboration Trust invited offers through an open procedure. The tender deadline and enquiry deadline were 23 September 2026 at 11:00. The intended contract period is 2 November 2026 to 1 December 2027, with rolling annual renewals for up to five years and a maximum end date of 1 November 2031. This opportunity suits specialist alternative education providers, instrumental music organisations and small or voluntary, community and social enterprises able to support vulnerable pupils in Derby. Strong safeguarding systems, complete DBS checks, effective supervision and reliable attendance and behaviour management are essential. Providers should demonstrate suitable curriculum and SEND capability, progress and outcomes tracking, reintegration support, quality assurance, statutory compliance, data protection and secure handling of pupil information. The Trust expects adequate staffing, specialist skills, dependable operational delivery and transport arrangements where needed, together with clear reporting, key performance monitoring and escalation routes. Applicants should hold appropriate insurance, including public and employers’ liability where applicable, motor cover where relevant, cyber liability and abuse or sexual misconduct liability. Relevant recent contract experience and financial resilience are also important.

## Notice

The Trust (RCT) has a statutory duty to make arrangements for the provision of appropriate education otherwise than at school, for children of compulsory school age who, by reason of suspension or exclusion from school or otherwise, will not receive a suitable education without these arrangements. The Trust are looking to run tender processes to procure suitably experienced and qualified providers to deliver their programme of Alternative Provision. Individual Tenders will be run for each type of AP Provision needed. The estimated contract value would be for all AP Provision for one academic year. As a Contract under the Light Touch Regime the contracts could be extended each year if the provision continues to be needed.

It is anticipated that places will be purchased on an ad hoc basis, dependant on the pupil's requirements and capacity of the best value provider.
