## Summary

Rochdale Borough Council is procuring a Young People’s Supported Accommodation Service using the Team Around the Young Person Accommodation Model (TAYPAS). The service is for people aged 18 to 25 who have support needs and are at risk of, or experiencing, homelessness. It will provide specialist, psychologically informed accommodation with 24-hour support and management across three council-owned, purpose-built sites in Rochdale, comprising 28 self-contained units. The successful provider will lease the accommodation from the Council and deliver housing management and person-centred support. The requirement covers supported accommodation, housing services and social work services with accommodation. A separate revenue-funded support contract will support sustainable delivery of the housing and support outcomes.

The procurement has reached tender: the Council invited offers through a two-phase Competitive Flexible Procedure under the Light Touch Regime, using an accelerated timetable. Clarifications and tenders must be submitted electronically through The Chest. Questions close at 17:00 on 11 September 2026 and tender submissions close at 12:00 on 17 September 2026. The Council expects to decide by 2 October 2026. The contract is scheduled to run from 12 October 2026 to 11 October 2029, with possible extensions of up to 24 months in total, or until the value reaches £1.6 million, whichever comes first. The estimated value is £1.6 million. Phase 1 written tenders shortlist up to three bidders for interview and presentation; Phase 2 alone determines the award. Evaluation weights are quality 55%, price 25%, qualitative social value 10% and quantitative social value 10%.

Bids can come from one organisation or a partnership, such as a Registered Provider working with a support provider or other delivery partner. Suppliers need to provide safe, high-quality self-contained accommodation alongside tailored support for young adults facing homelessness, with 24-hour operational support and management. They must demonstrate appropriate experience, financial standing, governance and operational capacity. The successful team must be able to mobilise and scale provision across three sites as units reach practical completion at different times, coordinating housing management and person-centred support through phased handovers. Organisations able to evidence strong partnership arrangements and delivery of positive independence outcomes are well placed.

Rochdale Borough Council is seeking to commission a Young People's Supported Accommodation Service based on the Team Around the Young Person (TAYPAS) model using a Competitive Flexible Procedure via Light Touch Regime as per Procurement Act 2023. The service will deliver specialist, psychologically informed supported accommodation for young people aged 18-25 with support needs who are at risk of, or experiencing, homelessness. The provision will deliver 24/7 support and management across our newly developed, purpose-built accommodation of 28 x self-contained units of accommodation. All three sites are council-owned assets, which will remain in Council ownership and be leased to the successful provider. To maximise competition and encourage a broad range of high-quality bids, the accommodation will be leased. This can be a Registered Provider (RP), a charitable organisation, community interest company, specialist housing provider, or another suitably experienced organisation. Bids may be submitted by a single organisation or through a partnership arrangement, including but not limited to an RP working alongside a support provider or other relevant delivery partner. The accommodation provision relates to three separate sites, which are expected to become operational on a phased basis as units achieve practical completion at different times. Bidders should therefore demonstrate their ability to mobilise and scale services in line with the phased handover programme, ensuring accommodation and support are available as each site becomes operational. The accommodation provision will be supported through a separate revenue-funded support contract, ensuring the effective and sustainable delivery of both housing management and person-centred support services. Bidders must demonstrate appropriate experience, financial standing, operational capacity, and governance arrangements to deliver the required accommodation and support outcomes, either directly or through established partnership arrangements. This flexible delivery approach is intended to maximise competition, innovation, and value for money within the market, and compliant landlords, whilst ensuring residents are provided with safe, high-quality accommodation and tailored support that enables positive outcomes and greater independence.
