## Summary

High Speed Two (HS2) Limited intends to establish a residual works framework for the Phase 1 line of route from London Euston to Handsacre, including the Birmingham Curzon Street spur. It will provide ongoing access to civil, environmental, engineering design, and specialist and ancillary capabilities for known requirements and future activities that are not yet defined. The scope includes highways, structures, utilities, drainage, earthworks, landscaping, ecology, heritage, environmental work, civil design, surveys and site investigations, temporary works, demolition, fencing, and mechanical, electrical, plumbing and building services. This procurement is at the planning stage: HS2 Limited has stated an intention to procure, and the current process is not an invitation to tender. The buyer expects to use a competitive flexible procedure under the utilities regime to establish a framework agreement, with works split into packages within one planned lot. The anticipated contract period is 9 March 2029 to 9 March 2039. The estimated value is £2.2 billion excluding VAT, or £2.64 billion including VAT. HS2 Limited expects the next notice to be published on 4 November 2027. The framework is above the applicable threshold. The planned lot is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, supporting early preparation by organisations in those categories.

HS2 Ltd has identified the need for ongoing access to a broad range of Civil, Environmental and Specialist & Ancillary capabilities to undertake a variety of residual works and associated activities, as required, along the Phase 1 line of route from London Euston to Handsacre, including the Birmingham Curzon Street spur. For this, the Residual Works Framework will be required. HS2 Ltd requires a capability-led framework to deliver packages of works and services, and have the flexibility to undertake future, currently unknown activities. The scope includes both known requirements and potential residual works, ensuring the framework can respond to emerging needs over time. Works will be split into packages to enable the most efficient delivery of works for HS2 Ltd and the End User. A single or range of capabilities maybe required to deliver various types of packages.
