## Summary

Defence Equipment and Support is planning a national goods and support framework for Explosive Ordnance Disposal and Search (EOD&S) tools. The requirement covers the purchase, support and maintenance of in-service equipment, including user filler charge containers, firing devices and EOD support tools, mine-marking equipment, detonation, explosive and weapon equipment, and infrastructure-search equipment. Related areas include explosive and detonator components, defence and security equipment, mine-detection apparatus, and repair and maintenance services. Delivery is expected across the United Kingdom. The buyer is the Ministry of Defence organisation Defence Equipment and Support, based at MOD Abbey Wood in Bristol. The requirement is within the defence and security sector and is intended to be established as a framework agreement.

This procurement is at the planning stage: the buyer has announced an intention to procure but has not issued an invitation to tender. It expects to use a competitive flexible procedure for an above-threshold, single-lot framework agreement. The buyer intends to publish a preliminary market engagement notice and currently expects the associated project-specific questionnaire in late 2026; the next notice is indicated for December 2026, and these timings may change. The planned contract period runs from 31 December 2028 to 31 December 2036. The estimated value is £23,000,000 excluding VAT, or £27,600,000 including VAT. The single lot is identified as suitable for small and medium-sized enterprises. Participation is expected to depend on commercial compliance and meeting the technical requirements.

The requirement is likely to suit manufacturers, specialist defence suppliers, equipment integrators and maintenance providers with experience in explosive ordnance disposal, search operations or related military support equipment. Relevant capability may include supplying and sustaining user filler charge containers, firing and EOD support tools, mine-marking systems, detonation or explosive equipment, weapon-related equipment, and infrastructure-search or mine-detection apparatus. Businesses offering repair, planned maintenance, technical support and through-life support may also be well placed. Suppliers should prepare evidence that they are commercially compliant and able to meet the buyer’s technical requirements. The stated suitability for SMEs indicates that smaller specialist businesses may be able to participate, either directly or through a suitable delivery or supply arrangement, when the framework progresses to market engagement.
