## Summary

The London Borough of Hillingdon intends to recommission care and wellbeing services in supported living. The service will support people who require supported living to develop and maintain their skills, increase independence and choice, and live fulfilling lives in their communities. The future model is intended to provide person-centred, strengths-based support that responds to changing needs and aspirations. It is expected to cover service delivery, operating arrangements and delivery models, with scope for effective use of technology, innovation and continuous improvement. Providers will work collaboratively with people who use services, their families and partners. This is a health and social work services procurement, classified under CPV 85000000, for delivery in the London Borough of Hillingdon.

This procurement is at the planning stage: pre-procurement activity and the recommissioning programme are underway, and there is no invitation to tender at this stage. The Council expects to use a competitive flexible procedure for an above-threshold services procurement. One planned lot is identified, with participation considered suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The anticipated contract period is from 1 April 2028 to 31 March 2033, with a possible extension to 31 March 2037 and renewal rights. The Council expects the next notice to be published on 1 April 2027. The service model, specifications and operating arrangements are still being developed through the recommissioning review.

This will suit established supported living providers with experience delivering care and wellbeing services to people with changing needs. Relevant suppliers are likely to be able to provide person-centred, strengths-based support that builds independence, develops daily living skills and enables people to participate in their communities. Providers should prepare to demonstrate high-quality and sustainable service delivery, positive outcomes, value for money and the ability to adapt provision as demand changes. The Council is also looking for forward-looking and innovative approaches, including effective use of technology and continuous service improvement. Strong partnership working will be important, including collaboration with people who use services, families and other professionals. The planned model may also require providers to align delivery with evolving regulatory requirements.

## Notice

The Council intends to recommission its Care and Wellbeing in Supported Living Services to ensure future provision reflects current and projected demand, promotes independence and choice, and delivers positive outcomes for people requiring supported living services. The future model will support individuals to develop and maintain their skills, maximise their independence, and live fulfilling lives within their communities. Pre-procurement activity is currently underway. The recommissioning programme will seek to establish a flexible, forward-looking and innovative supported living offer that is responsive to changing needs and aspirations. It will consider new and emerging approaches to service delivery, the effective use of technology and innovation, alignment with evolving regulatory requirements, and opportunities to continuously improve services. The Council is committed to securing high-quality, sustainable services that deliver value for money while promoting person-centred, strengths-based support. The procurement is expected to establish long-term contractual arrangements for the delivery of supported living care and wellbeing services. The scope and structure of the future service model are currently being developed and will include changes to service specifications, operating arrangements and delivery models arising from the recommissioning review. The Council's ambition is to create a service model that encourages innovation, supports continuous development, adapts to changing demand, and enables providers to work collaboratively with people who use services, families, and partners to achieve the best possible outcomes.
