## Summary

The London Borough of Hillingdon is reviewing services for people who are homeless, sleeping rough, at risk of homelessness or experiencing domestic abuse. The intended scope covers housing services, social work and related support, including helping people move from the streets into sustainable accommodation and access wider support for long-term stability, independence and wellbeing. Organisations wishing to attend are expected to register interest by 15 September 2026. The engagement will inform a strategic review and future commissioning approach. Subject to review outcomes and approvals, a tender might be published in December 2026, but that timescale is provisional. The planned contract period is 1 August 2027 to 31 July 2032. There is one planned lot, suitable for SMEs and voluntary, community or social enterprises, and the procurement is above the relevant threshold.

The planned service would suit organisations with direct experience supporting homeless people, people sleeping rough, those at risk of homelessness and survivors of domestic abuse. Relevant providers may include specialist homelessness and domestic-abuse services, housing and accommodation organisations, social-care providers, and voluntary or community organisations. The Council is seeking market insight on current provision, emerging good practice, service improvement and innovative delivery models, particularly approaches that help people leave the streets, secure sustainable accommodation and achieve lasting stability, independence and wellbeing. Suppliers able to work collaboratively with other services and connect residents to wider support should prepare to explain their delivery models, outcomes and partnership experience. SMEs and voluntary, community or social enterprises are expressly considered suitable. This remains preparation for a possible future procurement, not a competition to bid for now.

The Council welcomes views from existing and prospective providers, voluntary and community sector organisations, specialist services, housing and accommodation providers, and other organisations with relevant knowledge and experience. The purpose of this engagement is to understand the strengths and challenges of current provision, identify opportunities for service improvement and innovation, and inform the Council's future service requirements and commissioning approach within Hillingdon. The Council is particularly interested in understanding how organisations can work collaboratively to improve outcomes for residents, support people to move from the streets into sustainable accommodation and enable individuals to access the wider support they need to achieve long-term stability, independence, and wellbeing.
