## Summary

Black Country Healthcare NHS Foundation Trust intends to commission a single, Black Country-wide digital therapeutic service for children, young people and families or carers. The service will provide an equitable, consistent, accessible and NICE-compliant offer for children and young people aged 11 and over, and their parents or carers. It will support people living in Dudley, Sandwell, Walsall and Wolverhampton who are referred through the CAMHS Single Point of Access and present with mild to moderate self-harm or suicidal ideation suitable for a Getting Help intervention. The service will also support neurodivergent children and young people who self-harm, together with their parents or carers, where digital therapeutic support is suitable. This is a health service, classified under CPV 85100000, delivered across the four Black Country local authority areas.

This procurement is at the planning stage: the Trust has set out an intention to procure, rather than inviting tenders. It expects to use the Provider Selection Regime 2023 and the most suitable provider process. The decision makers are the Commissioning Managers for CAMHS. The planned procurement consists of one Black Country-wide lot covering the complete digital therapeutic service. The buyer’s indicative date for a future notice is 30 October 2026. The service is subject to the Health Care Services (Provider Selection Regime) Regulations 2023; the Public Contracts Regulations 2015 do not apply. Referrals will be made through the CAMHS Single Point of Access at Getting Help level, with the service focused on mild to moderate self-harm and suicidal ideation.

This will suit providers able to design and deliver digital therapeutic support for children and young people aged 11 and over, alongside practical support for parents and carers. Relevant capability includes assessing and supporting mild to moderate self-harm and suicidal ideation, working with CAMHS referral pathways, and providing an accessible service consistently across Dudley, Sandwell, Walsall and Wolverhampton. Providers should be able to deliver care that is NICE compliant and suitable for a Getting Help intervention. Experience of adapting digital therapeutic support for neurodivergent children and young people who self-harm will be important, as will the ability to include families and carers. The service requires a single provider offer operating across the whole Black Country rather than a narrowly local service.
