## Summary

The Improvement and Development Agency for Local Government, working through the Local Government Association, is procuring two Health Engagement Adviser associate roles for a national children’s services and special educational needs and disabilities (SEND) improvement programme. The advisers will support councils and Integrated Care Boards, working with NHS England and other stakeholders to strengthen SEND services, strategic oversight, leadership readiness and preparedness for reform. The work combines virtual engagement with face-to-face delivery across England. It falls within health services, specialist professional support and management consultancy, including evaluation and organisational improvement. Suppliers will contribute to a programme that builds leadership capability and shares effective practice across local government and health systems.

The process has reached tender: the buyer invited offers through a below-threshold open competition. Enquiries were due by 7 September 2026 at 16:00, and electronic submissions were due by 10 September 2026 at 09:00. The contract is scheduled to run from 21 September 2026 to 31 March 2027, with extensions permitted up to 31 March 2028. The procurement has one lot and a maximum value of £42,000 excluding VAT, or £50,400 including VAT. This covers up to 60 days for one adviser at a daily rate of £700 excluding VAT; reasonable travel and accommodation expenses are payable against valid receipts and invoices. Evaluation covers capability, relevant skills and experience, regional relationships, work in a political environment, delivery approach and geographical availability for face-to-face work.

This opportunity suits an SME or specialist individual associate with senior strategic experience in an Integrated Care Board, focused on SEND. Relevant backgrounds include substantial experience as a Director of Commissioning and Operations or Chief Nurse for SEND. Bidders should be able to advise and engage confidently with councils, ICBs, NHS England and other stakeholders, combining strategic leadership support with practical delivery. They need relationships across relevant regions, an understanding of political environments and the capacity to provide both virtual and face-to-face engagement. Applications require an updated CV, references, confirmation of company type and a personal statement answering the five quality questions in the invitation documents. The work suits someone able to operate nationally within a senior SEND improvement programme.

## Notice

The Local Government Association (LGA) is the national membership body for local authorities. It works on behalf of member councils to support, promote, and improve local government. The LGA delivers a programme of children's services leadership support to councils and corporate and political leaders. This programme is supported through grant funding from the Department for Education (DfE), with a focus on: * Building leadership capacity and capability within local authorities, equipping corporate and political leaders with the skills, confidence and knowledge to lead SEND improvement and deliver SEND reforms. * Strengthening leadership readiness for SEND reform, including improving strategic oversight, system leadership and the effective use of learning and best practice. Bidders must have had recent experience as at a senior strategic ICB level, with a focus on SEND (for example significant experience as a DCO or Chief Nurse for SEND). The roles will require both virtual and face-to-face engagement. The contract period will begin soon as possible following award of contracts and will cover delivery of work in the period up to 31 March 2027. Price Payable: The daily rate is PS700 excluding VAT. Reasonable travel and accommodation expenses will also be paid on the production of valid receipts and invoices in accordance with LGA policies. Up to 60 days will be allocated for each of the Health Engagement Advisors up to the completion date of 31 March 2027.
